Minimum Qualifications TRANSFER: Candidates must have one year of permanent competitive or 55b/c service in a title eligible for transfer via Section 70.1 of the Civil Service Law. Duties Description The Department of Financial Services is seeking candidates for the position of Insurance Examiner in the Life Business Unit. Under the supervision of a Senior Insurance Examiner, the duties of the position will include, but not be limited to, the following:

• Participating on field assignments, which requires travel. Duties may include but not be limited to:
•Reviewing internal Department documents and regulated entity’s filings to gain an understanding of the entity’s operations;
•Participating in interviews of regulated entity’s C-suite personnel;
•Reviewing work papers created by external and internal auditors and created from Sarbanes Oxley processes to gain an understanding of the regulated entity’s key risks and control environment in order to assist in the development of an examination plan and examination matrices;
•Assisting in the substantive testing of examination items where controls are either considered weak or the residual risks to the regulated entity remain significant;
•Reviewing other facets of the regulated entity’s’ operations to determine the entity’s financial condition;
•Reviewing market conduct activities utilizing the NAIC’s Market Regulations Handbook which includes the review of sales activities of the agency force including trade practices, solicitation and the replacement of insurance policies, underwriting, claims, surrenders, changes and lapses;
•Creating organized work papers which are clear and support findings and conclusions drawn from interviews, reviews and testing performed.
•Reviewing annual and quarterly statutory financial statements utilizing worksheets developed by the National Association of Insurance Commissioners (NAIC) and the Life Business Unit to identify potential financial concerns at regulated entities;
•Performing analyses on statutory financial statements, audited financial statements, rating agency reviews, examination reports, publicly filed information, and documents supplied directly by regulated entities to aid in the development of Insurer Profile Summaries;
•Performing analyses on documents provided by insurance group holding companies, such as Enterprise Risk Reports and Own Risk Solvency assessments, to gain an understanding of risks at the group holding company level;
•Investigating violations and/or complaints against licensees;
•Conducting examinations on charitable annuity societies by:
•Performing reconciliations on bank and custodian accounts;
•Reviewing reserves, and;
•Reviewing other facets of societies’ operations to determine their financial condition and treatment of policyholders.

Additional Comments Please note that positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $3,026 annual downstate adjustment.
