Minimum Qualifications This position is open to candidates who have one year of permanent competitive service as a Budget Examiner, G-18. The position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Senior Administrative Analyst, G-18 and Business Systems Analyst 1, G-18.

Applicants must have demonstrated strong quantitative, analytical, writing, research and interpersonal skills; perform well independently and as part of a team; communicate clearly and concisely; and have significant experience in Microsoft Excel and Word.

Duties Description This position will serve as the lead examiner for the Office of Mental Health (OMH) State Operation and Capital budgets within the Mental Hygiene Labor Relations Unit and will be responsible for the development, negotiation, and execution of the $1.9 billion State Operations and $300 million Capital program budgets for OMH.

OMH is responsible for coordinating services for more than 700,000 New Yorkers with mental illness through its operation of State psychiatric centers and its regulation and oversight of more than 4,500 community-based and outpatient programs operated by not-for-profit providers and local governments throughout the State. These services are funded through a combination of Federal, State, and local resources. In addition to the budgeting and monitoring of annual operating and capital spending, the successful candidate will also be involved in several key initiatives, including:

• Ensuring appropriate community-based programs and funding are available to individuals transitioning from psychiatric centers to more integrated community-based support systems;
• Managing a State workforce of over 14,000 employees and a State-operated census of close to 4,000 individuals; and
• Conducting analysis and collaborating with other units/agencies in order to implement best practices to reduce overtime, administrative leave, and worker's compensation usage at OMH.
