Minimum Qualifications MINIMUM QUALIFICATIONS:
Provisional Appointment:
A bachelor’s degree and four years of professional administrative experience in the field of developmental disabilities, two of the four years must have included responsibility for policy development and analysis, and/or standards development.
Note: Master’s degree in Human Services, Public Health, or Public Administration may substitute for one year of professional administrative experience. A doctoral degree in Human Services, Public Health, or Public Administration may substitute for one additional year of professional administrative experience.

Currently there is no centralized list(s) for OPWDD for this title at this location.
Transfer Qualifications:
Candidate must be eligible for transfer under Section 52.6 and 70.1 of the Civil Service Law.
To be eligible to:
• Transfer under Section 52.6, candidates must have at least one year of permanent, competitive service in a qualifying title allocated to a grade 21 or higher.
• Transfer under Section 70.1, candidates must have one year or more of permanent or contingent/permanent service in a title eligible for transfer under Section 70.1 of the Civil Service Law.
Note: Under Civil Service Law, an employee cannot have two (2) consecutive upward Section 70.1 or 52.6 transfers without an intervening list appointment. Appointment will be contingent upon completion of a fingerprint background check before an official appointment offer can be made.

Duties Description PRIMARY DUTIES AND RESPONSIBILITIES:
Office for People With Developmental Disabilities created a plan to significantly increase employment opportunities for individuals with developmental disabilities. OPWDD’s Employment Plan outlines strategies to transition students from high school to competitive employment; create and implement a new Pathway to Employment Service; transition individuals with developmental disabilities from segregated workshops to competitive employment; redesign Supported Employment regulations, policies, billing practices and documentation; train supported employment agencies; provide technical assistance to OPWDD regional offices; and develop partnerships with other state agencies.
The incumbent of this position will supervise essential elements of the OPWDD Employment Plan. Responsibilities may include, but are not limited to, the following:
• Provide technical assistance and guidance to the Employment Training Program (ETP).
• Develop training materials for providers of Supported Employment, ETP and Pathway to Employment services.
• Collect and analyze data on the employment outcomes of individuals receiving OPWDD services.
• Assist with the creation of regulations and administrative memorandum related to day and employment services.
• Assist in OPWDD efforts to double the number of individuals with developmental disabilities who are employed.
• Provide technical assistance to providers and OPWDD regional offices across the state with questions on the SEMP, Pathway and Community Prevoc regulations and ADMs.
• Coordinate an evaluation of employment services.
• Assist in OPWDD efforts to increase the number of people with developmental disabilities who are employed.
• Participate in and assist in implementation of new employment services designed for OPWDD to transition individuals from traditional day services into supported employment.
