Minimum Qualifications Permanent service in this title, or one year of permanent competitive or 55 b/c service in a title SG-12 or higher and otherwise eligible for transfer under Civil Service Law, or a reachable score on the Civil Service eligible list for this title.

Preferred Qualifications: Ability to work independently and as a team member with strong attention to detail and accuracy along with strong mathematical skills; good verbal and written communication skills; familiarity with Oracle Financial Management System and the Statewide Financial Systems (SFS) is preferred.

Duties Description The incumbent will be responsible for the supervision of the local assistance grants contract processing functions including: scheduling work and setting priorities; providing training and instruction; and assisting in the development and implementation of new or revised procedures for DCJS and its hosted agencies. Duties will include, but are not limited to:
• ensuring contracts and amendments include all appropriate clauses, appendices and other required material, appear on an approved spending plan and that the appropriate funding has been identified;
• monitoring encumbrance processing to ensure proper funding has occurred, single transaction summaries are appropriately entered and submitted in a timely manner and split funded contracts and amendments are processed according to established procedures;
• monitoring encumbrance transactions through posting and identifying funding issues and budget journal errors. Coordinating notification of errors;
• monitoring and reviewing various SFS and Oracle reports to ensure contracts and amendments are processed timely, troubleshooting and resolving issues that are identified;
• providing guidance to staff and program areas and resolving complex issues pertaining to the contract process; and
• preparing materials and providing written and/or verbal correspondence, technical assistance and training to contract program representatives and staff members.

The Office Assistant 3 (Calculations) may serve as part of a team to develop business and system requirements for the Statewide Grants Gateway System, the Statewide Financial Management system and/or the DCJS Oracle Financial System. Additionally, the incumbent will be cross trained in the voucher and certification processes.
