Minimum Qualifications
Reachable on Civil Service Eligible List OR
One year of permanent competitive service as a Contract Management Specialist 2 or eligible for a 70.1 or 52.6 transfer.
Duties Description Provide fiscal and administrative oversight for training services contracts and RFPs and supervise and train staff involved in these functions. Provide management and oversight of the Bureau’s contractual training services competitive procurement and contract development processes;
Develop competitive procurements and related documents, negotiate and develop contracts;
Supervise staff who review proposed contracts for fiscal and programmatic adherence to State, OCFS and BTD policies and compliance; maintain procurement and contract records; Supervise using best practices and coach in a manner to promote growth.
Deliver reports on related financial documents and contract statuses; proactively supervise staff and workloads to ensure timelines and deadlines are met;

Review procurement and contracting records to ensure applicable laws, rules and regulations are adhered to and proposed contracts are in compliance; coordinate and resolve contract-related disputes;
Provide technical assistance and guidance to BTD management, professionals, program staff, vendors and other staff involved in contract and financial functions;
Work collaboratively and professionally with other OCFS offices/staff; participate in workgroups and facilitate meetings, prepare written correspondences related to the above-functions; communicate goals and outcomes to staff and report to the Associate Director.
