Provisional Appointment: In the event that there is not a valid eligible list, candidates who meet the minimum qualifications below may be qualified for a provisional appointment.

Minimum Qualifications: For qualified employees of NYS: On or before the date of the written test, you must have had three months of permanent competitive or 55-b/55-c service as a Social Work Assistant 2, Social Work Assistant 2 (Spanish Language), or Social Work Assistant 2 (Manual Communications).
For all other qualified individuals: You must have: Either: 1. A master’s degree in social work; Or 2. A bachelor’s degree in social work and one year of post-bachelor’s experience in social work;
Or 3. A bachelor’s degree or higher in a human service area and two years of post-bachelor’s experience in social work.

Duties Description Will include, but are not limited to:
• Annual site visits to each FSS provider and t heir program site.
• Annual contract renewals as needed; amendments.
• Review of each contract agencies quarterly program reports, quarterly rosters and fiscal reports.
• Educate and provide supports to families and Medicaid Service Coordinator’s in seeking Family Support Services.
• DDRO Liaison to the local Family Support Advisory Council.
• Sit on council meetings.
• Development of Request for Proposals (RFP) when Family Support funding is allocated.
• Review Family Support Service (FSS) spending plan annual allocations.
• Prepare multi-year contract packages and associated renewals and amendments.
• Submit contract packages to vendor and assist agencies in proper completion.
• Review agency completed contracts and submit finished products to Contract Management Unit (CMU).
• Approve requests for payments based on contract stipulations, payment schedules and reporting requirements.
• Close out contracts upon receipt and review of agency’s annual Consolidated Fiscal Report (CFR).
• Review quarterly program reports and fiscal reports for contract compliance; Monitor and track program spending trends.
• Update and review contracts and agency files via online databases, such as the Office of the State Comptroller VendRep System (VRS), Statewide Financial System (SFS) and Grants Gateway.
• Reviews, approves, requests and tracks payments made from State Operated Family Reimbursement Program (SOFRP) and Regional Consumer Council Spending, provided within the annual FSS spending plans.
• This position requires a substantial amount of follow-up communication with agencies to maintain timely submission of requests for payments, reports and documentation.
• ISS Contract/Program Coordination approval of budgets, QA checklists and assistive support price management.
• Travel will be required.
