Candidates who are currently on the appropriate eligible list for the Homeless Services Representative 2 in Harlem need not submit an application for this posting unless they are applying directly as a result of the transfer qualifications listed above.
Duties Description Duties of the position will include, but are not limited to:
• Conduct inspections and reviews of facilities with difficult issues; interview facility staff and residents to determine adequacy and quality of services and staffing ratios; prepare reports of inspections and recommend corrective action; conduct follow-up inspections when necessary;
• Provide staff with policy and procedural advice on conducting inspections, review inspection reports and all completed staff work;
• Provide interpretation of standards and the application of those standards to the inspection process;
• Review and evaluate shelter operational plans;
• Interpret rules, regulations and standards for facility operators; offer suggestions on methods to meet requirements;
• Supervise and/or conduct investigations of complaints; determine validity of the complaints; take necessary steps to correct situations, including administrative actions; coordinate plans with the local social services district having jurisdiction; and meet with legal staff to discuss non-compliance issues;
• Apprise supervisory staff of all outstanding inspections and administrative actions through periodic status reports;
• Collaborate with managerial staff on technical policy and operational issues related to operations of family shelters; recommend changes where policies may be counterproductive to effective facility operation.
Additional Comments You must be a current NYS employee to apply for this position. A full time, permanent appointment will be made. 50% travel is required. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
