Minimum Qualifications Permanent: Permanent service in this title, or one year of permanent competitive or 55 b/c service as a SG-9 or higher and otherwise eligible for transfer under Civil Service Law, or reachable on the Civil Service eligible list for this title.

Provisional: 1 year of permanent competitive or 55b/c service as an Office Assistant 1 (Keyboarding), Office Assistant 1 (Keyboarding Spanish Language), Office Assistant 2 (Keyboarding), Office Assistant 2 (Keyboarding Spanish Language), Law Department Document Specialist Trainee 1, Law Department Specialist Trainee 2, or Law Department Document Specialist.

Preferred Qualifications: Knowledge and/or experience in using MS Word and MS Excel.

Duties Description This position provides administrative support and technical support to all attorneys within the Office of Legal Services (OLS). The incumbent will assist the agency Records Access Officer (RAO) in responding to Freedom of Information Law (FOIL) requests. DCJS receives over 1,100 FOIL requests annually. The Secretary 1 will assist OLS by maintaining the daily FOIL log to effectively track receipt and completion of FOIL requests; route FOILs to the appropriate DCJS offices and draft responses to FOIL requests. In doing so, the Secretary 1 must have a good knowledge and understanding the laws pertaining to FOIL requests. The incumbent will also be responsible for providing assistance to OLS attorneys, including, formatting pleadings and court or administrative hearing filings and gathering pertinent information in relation to the case to assist. The Secretary 1 will also provide critical support in assisting the Agency Ethics Officer (AEO) in tracking and routing outside employment; maintain the Agency’s list of required financial disclosure statement (FDS) filers; and tracking completion of ethics training. These functions are necessary to assist the AEO in complying with the ethics law requirements pertaining to FDS filing, and to ensure compliance with mandatory ethics training and reporting requirements.

The Secretary 1 will be responsible for preparing purchase requisitions; making P-card payments; completing and processing appropriate NYS travel documentation for staff; tracking monthly expenditures; maintaining and updating the NYS firearms inventory log; and processing various monthly reports for OLS. This position will provide general administrative support to the attorneys as needed. This includes phone inquiries, scheduling, processing mail and preparing documents, letters and reports using various software packages.
