Minimum Qualifications Current Office of General Services employee with permanent, contingent-permanent or 55b/c service as a Contract Management Specialist 2 and interested in reassignment; OR current New York State employee with one year or more permanent, contingent-permanent or 55b/c service as a Contract Management Specialist 2; OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 21 and above and eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.

Duties Description Duties will include, but not be limited to:
• Reporting to Director of Consultant Procurement and assist with planning and execution of procurements for construction related services including: professional architectural, engineering, land surveying, construction management and hazardous/construction material testing services.
• Will be responsible for OGS D&C compliance with NYS requirements to ensure that contracts are awarded to “most qualified” or “best value” bidders and offers’. These requirements are specified in Section 136-a of the NY State Finance Law, Section 163 of the NY State Finance Law, Section 8 of the NY Public Buildings Law, and the State Comptroller’s Guide to Financial Operations document.
• Leading and facilitating selection meetings, and participating on selection boards.
• Supervising of team of procurement staff (currently 3 FT staff) who perform various duties to support RFP/RFQ development, the selection process, financial review, contract development, and review of include sub consultants.
• Supervision of insurance reviewers (currently 1 PT reviewer) who review insurance certificates to ensure that all vendors comply with NYS and contractual insurance requirements.
• Communicating with prime consultants, sub consultants, OGS program staff, and other state agencies regarding procurement processes and insurance requirements, information needs and status updates.
• Preparing and developing of procurement records, review checklists, vendor profiles and other documents to record review information, statuses and outcomes.
• Fielding questions as required from other D&C personnel, OGS Legal Services, OGS Finance, the NYS Office of the Attorney General, the NYS Office of the State Comptroller, other state agencies, vendors and the public. This may include formal presentations, in-person via Webinars, using Microsoft PowerPoint, to any of those stakeholders.
• Performing other research, analysis, documentation or administrative work as assigned by the senior managers in the Division of Contract Management.
