Minimum Qualifications Reachable on current NYS Department of Civil Service Eligible List for this title; or, one year permanent, competitive class service in a title eligible for transfer under Section 52.6 of Civil Service Law. Eligible titles include, but are not limited to: Manager Information Technical Services 1, Business Systems Analyst 4 (various parenthetics), and Project Manager 3.
Duties Description Under the general direction of the Chief Risk Officer and Chief Investment Officer the role of the Business Systems Analyst 4 will implement best-in-class IT solutions to satisfy the business and operational requirements of the Investments Department and advise leadership on new initiatives to bolster the Department’s data, performance and technological capabilities. The incumbent will work with the Investments staff and work closely with IT, Finance and Operations. This individual will be expected to play a key role in developing and implementing a robust data culture and refine processes so that information is accurate, consistent and readily available. In addition, the candidate will support development of risk management and strategic initiatives. Duties include but are not limited to:
• Develop and implement a robust data culture.
• Refine existing processes so that information is accurate, consistent, and readily available.
• Work closely with Investment and Finance departments, external vendors, and custodian to integrate data feeds, ensure consistency and accuracy of data across the departments, facilitate ease of reporting and improve reporting efficiency
• Manage integration projects encompassing external and 3rd party data feeds
• Liaise with the Information Technology Services (ITS), Finance, Audit, Internal Controls, and Legal Departments to accomplish and ensure completion of outstanding projects
• Collaborate with the Chief Risk Officer and Portfolio Management teams to implement technological solutions for risk management and portfolio management initiatives.
• Serve as point of contact for Investment department systems-related matters and serve as facilitator for resolving issues
• Using SQL, reporting software, and Business Intelligence (BI) tools, create repeatable as well as ad-hoc reports and dashboards for Department staff, Executive Management, and the Board of Commissioners.
• Proactively identify ways in which technology can aid Investments staff in executing their duties and implement corresponding solutions.
• Oversee Business Continuity and Disaster Recovery planning for the Investments Department.
• Ad-hoc projects as assigned by CRO and CIO
