Minimum Qualifications Interested candidates must currently be reachable on the Information Technology Specialist 3 (Programming), SG-23 list, OR be eligible to transfer under Section 52.6 of the Civil Service Law.
52.6 Transfer:
Candidates must have one year of permanent, competitive service in a qualifying title allocated to salary grade 21 or higher.

Duties Description • Participate on project teams in varying roles; technical expert, technical lead, team participant
• Meet and assist in collaboration with the rest of the Employer Support Team, business unit partners, and/or other IT teams to facilitate gathering of business requirements
• Analyze requested modifications and determine impact of changes
• Analyze mainframe COBOL batch and online programs, JCL statements, SQL queries, data structures, database design, or other application code as necessary for potential modifications to both current MEBEL and/or new NYSLRS processes or system integration purposes for the business process redesign project, following established ERS Application Bureau methodology
• Assist in determining and mitigating risks and provide written confirmation for system modifications
• Create technical specifications based on business requirements outlining intended changes; participate in creating Statements of Work when appropriate
• Develop and review detailed documentation for system and program change requirements, including the functional specifications that define the business rules and the input, processing, and output details pertinent to the system's operations and report programs
• Participate with project team to determine acceptable design to update applications in accordance with agreed upon business specifications, and ERS Application Bureau quality assurance standards; develop user screen prototypes to meet business requirements
• Write program code for COBOL batch or online, SQL queries, data structures, database designs, or other applications within the mainframe environment to accommodate agreed upon user specifications in support of the MEBEL system, as used by the NYSLRS business user community
• Create and maintain JCL statements, batch job resolution documentation, and related security requests for use in job execution and scheduling
• Utilize debugging tools Intertest and Xpediter
• Develop or update existing programs, statements, queries, or other application code as necessary for data cleansing or system integration purposes for the business process redesign project, following established ERS Application Bureau methodology
• Oversee that status of work is communicated to appropriate levels in a timely manner
• Develop unit test plans based on coding changes and user specifications and conduct unit testing and debugging of all code changes in the development environment
• Create test data using QMF, write SQL queries and/or download process of production data
• Perform and document all unit and string testing within development environment
• Migrate all code changes (programs, procedures, etc.) from development region into user test environment
• Support user testing by collaborating with business users in creation, execution, and documentation of user test plans to ensure accuracy and completeness of all pertinent test conditions and providing necessary test data, following established ERS Application Bureau methodology for user testing
• Assist users to ensure all appropriate conditions are tested and results are validated
• Review complex technical requirements to ensure business requirements are met; Assist supervisor and management in regular planning and preparation of work effort
• Determine required tasks for completing assignments, establish priorities and estimated completion dates
• When necessary, address technical and functional issues which impact projects; Adjust priorities to ensure estimated completion dates are attained and established deadlines are met
• When applicable, construct project plan to outline all aspects of programming and testing, and implementing process changes
• Provide on-call support for nightly batch processing as needed
• Create and/or review each day’s nightly batch processing schedule
• Check previous night’s batch processing results to resolve any outstanding issues
• Troubleshoot and resolve programming issues as reported by members of Operations Bureau, or the Member and Employer Services Bureau or Accounting Bureau user community
• Run user requested reports or queries as needed; Research and respond to user inquiry about data or data processing results
• Create new (or maintain existing) documentation and procedures for new and existing processes as needed, following established ERS Application Bureau technical writing and documentation methods.
• Supervise subordinate technical staff as appropriate.
• Create subordinate’s assignments, set work priorities, and help prepare realistic time estimates.
• Assist staff in addressing technical and functional issues.
• Review subordinate’s programming code to ensure that the code meets IT standards.
• Participate in developing and preparing employee Performance Evaluation assessments, and provide performance feedback at frequent intervals.
• Participate in the development, organization, and scheduling of training activities for subordinate staff and new hires.
• Participate in the development of, and support the adherence to, all Quality Assurance goals and standards.

Additional Comments Knowledge, Skills, and Abilities:
• Demonstrated experience in COBOL (2 years to less than 5 years)
• Demonstrated experience in JCL (2 years to less than 5 years)
• Effective verbal and written communication skills
• NYSLRS experience would be a significant advantage
