Minimum Qualifications Must be immediately reachable on the Civil Service eligible list or eligible for transfer under Section 52.6 of the Civil Service Law. A permanent non-competitive appointment may also be made pursuant to Section 52(7) of the Civil Service Law, if three or fewer qualified candidates in the department promotion field apply for this position. Qualifications for a non-competitive promotion for this title include: one year of service as a Human Resources Specialist 2, Human Resources Specialist 2 (Labor Relations), or Associate Director of Human Resources 1.
Duties Description Direct the Human Resources Program including the recruitment, selection and retention of employees, the classification and allocation of positions and an affirmative action plan and supporting programs; direct, conduct and oversee the labor relations program; develop policies and practices for the appointment, assignment and evaluation of all agency employees; oversee the processing and maintenance of human resources and pay records in conjunction with the Business Services Center; provide for the effective administration of a number of employee oriented services such as employee counseling and employee relations, health and safety policies and agency specific employee recognition programs; assist Assistant Commissioner with workforce planning efforts and attrition and succession planning; communicate with agency program managers as well as outside agency program managers from various state agencies such as Office of General Services, Office of the State Comptroller and Division of Budget; assist in the development of human resources data systems, ensure all human resources activities comply with Civil Service rules, laws and regulations; supervise professional and clerical staff; assist in the administration and oversight of Human Resources for the Housing Trust Fund Corporation; assist program managers with employee performance issues and labor relations.
