Minimum Qualifications a) Candidates reachable on the appropriate eligible list for this title and location;
b) Employees eligible for transfer.
c) In the event that an eligible list for this title does not exist, or has less than three acceptors, a candidate with a bachelor’s degree in media, communications, journalism, public relations, or related field and two years of experience in public or governmental relations and/or in writing or producing content for various media; or six years of such experience may be appointed on a provisional basis.
Note: Provisional appointments may be made pending an exam and will be revoked if the selected candidate is not immediately reachable on the eligible list resulting from the next holding of the exam.
Duties Description The Office of Communications is looking for a highly motivated, tech-savvy team player to help elevate the Tax Department’s website into a seamlessly integrated and customer-focused digital platform. With over 73 million page views annually, our website is the department’s largest front-facing source of information for New York State taxpayers and our biggest asset in promoting voluntary compliance. As a member of the Web Team, the successful candidate will function as a web design analyst for the Tax Department’s public website.
The incumbent will perform the following essential functions:
• Research and report on best practices, trends, and new technologies in web design.
• Perform regular review of other states’ revenue department websites; interact and share data and analysis with other states’ and other New York State agencies’ digital teams.
• Assist the Digital Information Officer with review of Tax and Finance crossover opportunities with NY.gov.
• Study the shift to mobile technology and its effect on web design and user behavior.
• Work with multimedia team on developing mockups and concept artwork, digital photographs, graphics, and infographics.
• Work with social media team to respond to web design issues reported through Facebook and Twitter.
• Coordinate with IT staff in implementing design changes to website.
• Work with web analysis team in conducting user research for the development of new platforms and optimizing existing channels.
• Serve as a resource for web content owners for enhancing the design of web pages.
• Uphold style guidelines across all digital channels.
• Lead design teams and act as project lead, designer, and advisor for business owners developing new or redesigned content.
• Provide guidance and support to TeamSite content providers for agency business areas.
• Adhere to the time and attendance rules of the Department.
Preferred Qualifications:
• Analytical thinker with a creative approach
• Basic knowledge of web programming languages (HTML, CCS, Javascript, etc.) as well as TeamSite, Sharepoint or Drupal
• Academic coursework in digital media, graphic design, communications, marketing, computer science, or UX
• Experience in digital publishing or design (websites, web blogs, online newsletters, social media, etc.)
• Superior computer skills
• Excellent communication and interpersonal skills
• Ability to manage multiple projects in a fast-paced environment and to respond quickly and efficiently to emerging website issues.
