Minimum Qualifications Interested candidates must be reachable on the Legal Assistant 2 eligible list; or eligible to transfer under section 70.1 of the Civil Service Law.

NYS employees must have at least one year as a Legal Assistant 2 (SG-17) OR service in a qualifying title equated to SG-15 who also possess an Associate’s degree or certificate in legal studies, paralegal studies, or legal assistant studies from an accredited institution or one approved by the NYS Bar Association AND has one year of subsequent full-time experience as a Paralegal, OR possesses a Bachelor’s degree in legal studies, paralegal studies, or legal assistant studies from an accredited institution or one approved by the NYS Bar Association.

Duties Description • In connection with local governments seeking the Comptroller’s approval of complex municipal bond refundings (refinancings) under the Local Finance Law, independently coordinate internal approval process and act as liaison with parties working with the local government.
? Receive, review and distribute documents submitted on behalf of the local government.
? Maintain calendar and database to assure deadlines are met.
? Obtain signoff from appropriate executive staff and deliver signed approvals to the local government’s bond counsel.

• Review invoices submitted by outside bond counsel and special counsel for the New York Local Government Assistance Corporation (LGAC) and the State of New York.
? Verify that invoices are submitted with proper documentation.
? Verify supporting documentation (e.g., time and expense reports) for consistency with relevant agreements.

• Assist staff attorneys in connection with the Comptroller’s role regarding the issuance of NYS bonds and LGAC.
? Obtain copies of oaths of office for relevant State officials.
? Coordinate documents needed to comply with federal and State laws relating to the issuance of bonds.
? Create negotiable instrument document.
? Coordinate the creation and distribution of bond sale transcripts in electronic and paper format.

• Assist staff attorneys in coordinating documents for compliance with municipal bond market disclosure requirements.

? Transmit for signature certifications related to State disclosure documents, and maintain records based on certifications and disclosure documents received and executed by responsible OSC executive staff.
? Maintain records related to continuing disclosure agreements of public authorities.

• In connection with the Comptroller’s role to comment on applications by certain public authorities before the Public Authorities Control Board, review agenda and assist responsible staff attorney with internal memoranda.
? List items from agenda for inclusion in summary memorandum for each scheduled meeting, for review by OSC executive and technical staff.
? When necessary, act as authorized OSC representative.

• Coordinate with OSC IT staff on maintaining internal data management system for municipal refundings. Perform other tasks for Unit as directed by staff attorney.
? Work with OSC IT staff to ensure properly functioning of data management system implementation.
? As directed by staff attorneys, perform miscellaneous tasks required to support the Local Government and School Accountability/Debt Management Unit, including serving as back up the Unit’s other Legal Assistant 2 for certain unit functions.

Additional Comments 1) Successful completion of an accredited two-year program in paralegal studies, or successful completion of a four-year degree.
2) One year experience as a Legal Assistant 1.
3) Strong oral and written communication skills; ability to draft correspondence, reports, and memos.
4) One year legal research experience.
5) Competency in Word, Access and Excel; ability to prepare reports. Willingness to learn internal tracking system.
6) Ability to work independently with minimal supervision.
7) Ability to keep track of crucial deadlines and manage time and priorities accordingly.
8) Ability to be flexible and multitask.
