Minimum Qualifications Interested candidates must be currently reachable on the Information Technology Specialist 2 (SG-18) eligible list or eligible to transfer under Section 52.6 of the Civil Service Law.
52.6 Transfer:
To be eligible for a 52.6 transfer, a candidate must have one year permanent competitive service in a 52.6 title allocated to salary grade 16 or above.
Duties Description Analysis, design, and testing of the Unclaimed Funds Processing
• Understand relevant programming languages, queries, utilities, maintenance tools, and understanding of databases (e.g. MS Access) to troubleshoot, update, and modify the various components of UFPS.
• Analyze, design, and test proposed enhancements to CRIS, IRIS, Dirad, and Online Claiming applications.
• Develop and review detail design documents for system implementations, integrations, and enhancements.
Security and support of the Unclaimed Funds Processing System (UFPS).
• Collaborate with CIO staff to perform security scans, database tuning, load and penetration testing for new UFPS applications.
• Function as the business unit system administrator for Client letter. In this role you will: (1) manage system security (2) design, create, update, and maintain all OUF related correspondence, which includes incorporating system logic, business rules, and workflow and (3) monitor and troubleshoot all batch jobs.
• Meet and collaborate with business unit partners, consultants, vendors, and/or other IT teams to develop system change requirements.
Business analysis and project management support for UFPS.
• Document “as is” unit procedures system enhancements, and programs.
• Develop unit test plans and assist business users in developing system test plans as needed.
• Conduct and participate in knowledge transfer projects with unit staff.
• Elicit requirements from subject matter experts to recommend proposed solutions for business needs.
• Participate in system security audits, business continuity planning, and disaster recovery tasks.
• Update and maintain OUF’s disaster recovery plan.
• Develop OUF’s data classification plan.
• Implement/monitor EISO procedures and protocols and participate in system security audits.
• Serve as OUF SFS liaison (user access rights and batch interactions with UFPS).
Additional Comments KNOWLEDGE, SKILLS & ABILITIES:
• Demonstrated experience in MS Access
• Demonstrated experience in Visual Basic/Visual Basic for Applications
• Demonstrated experience in computer programming
• Demonstrated experience in business/systems analysis
• Demonstrated experience in collecting, documenting, and analyzing the information requirements of the application and map application information requirements into relational, hierarchal, or network database design.
• Possess a high degree of emotional intelligence
• Strong verbal and written communication skills
• OUF Reports, Claims, or Securities processing experience would be advantageous
The State Comptroller’s Office of Unclaimed Funds is seeking a conscientious and enthusiastic individual to serve as an Information Technology Specialist for the OUF System Support Unit. This unit is responsible for managing the Unclaimed Funds Processing System, DIRAD communication system, and Online Claiming web application. Collectively, these systems are responsible for handling transactional activity associated with more than 33 million account records representing $14 billion in unclaimed funds. The right candidate will have an understanding of relevant programming languages, a high degree of emotional intelligence and strong verbal and written communication skills. Awareness of data security policies and protocols is a must as is the ability to apply technology solutions relevant to the position.
