Duties Description POSITION DESCRIPTION:
The OPWDD provides high-quality, person-centered services, supports and advocacy to approximately 130,000 individuals with developmental disabilities in New York State. The Agency is guided by interactions with the individuals served with compassion, dignity, diversity, excellence and honesty. The OPWDD motto “Putting People First” is evident not only to the individuals served, but to the Agency employees as well.
The responsibilities of OPWDD’s Budget Services include the development and negotiation of the annual budget to ensure the Agency has the resources needed to support the mission of helping families and people with developmental disabilities to live richer lives. In addition to working to ensure the agency has the resources necessary to appropriately fund the program areas of OPWDD, the budget request process includes preparing savings plans to support the request, preparing budget briefing documents and hearing testimony, and requests for budget initiatives based on Agency priorities.
Budget Services is also responsible for developing spending plans for the district offices and a variety of Aid to Localities (ATL) programs, such as Family Support Services and Family Care; monitoring the use of resources on Personal Service, Non-Personal Service and ATL programs; assisting in allocating and monitoring the use of residential and non-residential development resources; assisting in the development of allocation methodologies for new resources, and the implementation and monitoring of budget initiatives and the agency spending control process.
PRIMARY DUTIES AND RESPONSIBILITIES:
Under the Chief or Supervising Budgeting Analyst, the Senior Budgeting analyst responsibilities will include but are not limited to:
• Prepare and analyze agency budget requests.
• Monitor expenditures and disbursements for a variety of program accounts for Local Assistance.
• Prepare account specific spending reports for internal and external distribution. These reports include spending plans, allocation impacts and various other ad hoc reports that will be generated based on specific requests for information from Senior Management and/or the Division of Budget.
• Assist with reporting functions and verify the integrity of data housed in the Development Plan – a Citrix based database serving as one of the primary fiscal tools used to track new service funding in the Local Assistance Budget.
• Develop and analyze account specific cost projections for Local Assistance.
• Engage in additional day-to-day activities related to Local Assistance Budgeting including:
•
o Review and processing of contracts.
o Extract reports from SFS and/or Analyze NY
o Review service requests as submitted on the Development Plan
o Process requests related to the certification of residential and Day Habilitation sites
• Complete, analyze and distribute reports.
• Support other Budget Office activities in State Operations/Capital as necessary.
