Minimum Qualifications Transfer: Eligible for a lateral transfer or eligible for a 52.6 transfer by having one year of permanent competitive service in an appropriate title;

Promotional: Candidates must be reachable on the current eligible list for Human Resources Specialist 2 Labor Relations in Albany. Candidates who are currently on the eligible list for the Human Resources Specialist 2 Labor Relations in Albany need not submit an application for this posting unless they are applying directly as a result of the transfer qualifications listed above.

PREFERRED EXPERIENCE:
The preferred candidate would have experience in all aspects of labor relations work, strong communications skills in both verbal and written form, and excellent interpersonal abilities. In addition, the candidate would have demonstrated skills in logical reasoning, an attention to detail and a proven record of sound judgment.

Duties Description The Human Resources Specialist 2 Labor Relations will perform the full range of labor relations duties within the Bureau of Human Resources. Duties will include, but may not be limited to, reviewing counseling memorandums for consistency, form and appropriateness; holding grievance meetings and developing responses to grievances; holding interrogations; drafting notices of disciplines; participation in settlement negotiations; coordinate and conduct Unsatisfactory Performance Evaluation Appeal Hearings; and respond to supervisors and employees when they are seeking assistance and advice in labor relations related situations.

Additional Comments Appointment to this position is contingent upon Division of Budget approval to fill. You must be a current NYS employee to apply to these positions. A full time, permanent or provisional appointment will be made. This position may require travel up to 20%. If a provisional appointment is made, the candidate will be required to take the next holding of the Human Resources Specialist 2 Labor Relations examination and must obtain a score that allows for their permanent appointment to the title. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
