Salary RangeFrom $72429 to $91553 Annually
Minimum Qualifications New York State employee with one year of permanent, contingent-permanent, or 55b/c service as an Associate Director of Human Resources 1; OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to Salary Grade 23 or above and eligible for transfer under Section 52.6 of the Civil Service Law.

Duties Description Under the supervision of the Associate Director of Human Resources 3, the incumbent supervises assigned organization units of the Division of Human Resources Management providing services to OGS and its Hosted Agencies.
Duties include, but are not limited to the following:
• Responsible for managing and administering the agency’s classification, examination, recruitment, and personnel activities for OGS and hosted agencies.
• Ensure that all activities are consistent with the laws, rules, regulations and policies of the Department of Civil Service, the Governor’s Office of Employee Relations, and the negotiated agreements between employee unions and the State.
• Schedule due dates for the start and completion of projects, assigns work projects and follows up on progress to ensure due dates are met.
• Oversee the administration of VRWS, Part-Time agreements, and discretionary leaves.
• Administer the Section 71, 73 Six Month Letters, and Termination process.
• Manage the administration of the Employee Health Service examination process, and the OTETA and Agency-Determined Safety-Sensitive Drug Testing Program.
• Oversee the administration of transfers of function to ensure Civil Service Laws, rules and regulations are applied ensuring a smooth transition of positions/staff.
• Responsible for the Performance Evaluation Program, including the appeal process.
• Manage the administration of other employee benefit programs that do not fall under the purview of the Business Services Center.
• Represent Human Resources Management and the agency at conferences with officers of other State agencies dealing with the discussion of personnel administration.
• Supervise subordinate supervisors consisting of Human Resources Specialist 2s.
