Minimum Qualifications MINIMUM QUALIFICATIONS:

Candidate must be on the current New York State Civil Service list or a NYS employee eligible for transfer under Sections 52.6 or 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades.

Duties Description POSITION DESCRIPTION:

The Office of Home and Community Living (OHCL) and HCBS Settings Transition within the Division of Person Centered Supports is seeking a permanent Program Operations Specialist 2 to serve as the Housing Counseling Office Team Leader for staff in Albany and New York City. OPWDD's Office of Home and Community Living (OHCL) and HCBS Settings Transition is dedicated to assisting people with intellectual and/or developmental disabilities, and key members of their circles of support, to live in the home of their choice and to fully participate in their communities. Together with OPWDD Regional Office staff and other internal and external stakeholders, OHCL facilitates programs and implements activities that further these important goals including the HUD Approved Housing Counseling Program known as the Home of Your Own (HOYO) Program:

The HOYO Program is a HUD-Approved Housing Counseling Program that assists people with I/DD, their parents and legal guardians, and the I/DD workforce to: make an informed choice among non-certified housing types and options; identify potential resources and alternatives; create an action plan to overcome obstacles to housing goal achievement; resolve credit issues; and create a sustainable household budget. The types of housing counseling offered include:

• Homeownership Pre-Purchase Counseling;
• Post-purchase Counseling;
• Rental Counseling; and,
• Financial Management/Budget counseling and Credit review and repair.

In addition, group educational classes are also offered.

The POS 2/Housing Counseling Team Leader will carry a rolling caseload of active housing counseling clients and will also supervise and perform administrative management functions for the HUD Counseling Program overall. Monthly travel to NYC Housing Office is required and other travel for trainings and presentations is likely. Overall travel is anticipated at 10% depending upon work needs.

Job Duties include but are not limited to the following:


Housing Counseling (50%):

Provide person-centered independent, expert advice customized to the needs of the person/household (people with I/DD; their parents and/or legal guardians; and the I/DD work force) to address housing barriers/obstacles and to help people to make informed choices among housing options and to ultimately achieve their housing goals. The process of Housing Counseling for each person/household includes the following functions:

• Perform and record intake information and conduct housing needs assessment;
• Financial and housing affordability analysis including the development of a sustainable household budget and credit counseling/resolution;
• Develop and execute a Housing Action Plan in accordance with the person/household and monitor the Housing Action Plan providing support, referrals, and assistance as needed;
• Follow -up in accordance with HUD standards;
• Documentation in accordance with HUD standards including accurate entry into the Housing Counseling On-line (HCO) database of case information;
• Tracking Housing Counseling Outcomes.


Serve as Housing Counseling Team Leader/Supervisor (50%):

• Supervision of assigned Housing Counselors and Support Staff including coaching, training, answering questions, providing technical assistance, and becoming subject matter expert;
• Oversee the point person for the NYC Housing Counseling Office and provide onsite supervision at least monthly;
• Compile and complete required HUD Quarterly Reports and related documentation for submission to HUD;
• Develop, compile and complete any required internal OPWDD reports as assigned;
• Perform Individual Client File Supervision Quarterly for 10% of each Housing Counselor's caseload;
• Build relationships with stakeholders and Housing Counseling Partners including M&T Bank, SONYMA, USDA, HCR, etc.
• Serve as point person for HUD Audits of the Housing Counseling Program and coordinate required information;
• Prepare presentations and trainings and implement for various audiences;
• Other duties as assigned
