Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Contract Management Specialist 2, Grade 23, position in the Office of Financial Management, Consolidated Business Office. The Consolidated Business Office (CBO) is responsible for consolidated cash management, purchasing, vouchering, contract and payroll services for OMH Central Office and 24 psychiatric facilities. The incumbent will have direct managerial responsibility for several Contract Management Specialist 1 staff and the indirect supervision of several paraprofessional and clerical staff. Specific duties to be performed may include, but are not limited to, the following:
Develop contracts, Requests for Proposals (RFP’s), Project Definitions, Invitations for Bids (IFB’s) and other related documents.
Act as a liaison between the CBO, IT contract and program staff, and control agencies.
Participate in the development of work plans and solicitation documents.
Review contracts to ensure appropriate guidelines, rules and regulations are met and adhered to, and all required approvals are obtained in accordance with State and agency policies.
Participate in the contract procurement process.
Identify and solicit available Minority and Women-owned Business Enterprise (MWBE) vendors from the MWBE Directory.
Provide MWBE vendors with solicitation proposals (RFQ’s, IFB’s and RFP’s).
Determine MWBE goals when soliciting services and educate bidders about MWBE requirements.
Evaluate MWBE Utilization Plans and Request for Goal Waivers.
Determine whether a “good faith effort” was established by a potential contractor and issue a “notice of deficiency” when applicable.
Provide expert technical assistance and train agency staff and/or potential bidders to facilitate the contract and procurement processes.
Supervise staff to ensure work of the Unit is completed timely and accurately.
