Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have a Bachelor’s degree in Accounting or a related financial field, Master’s in Business Administration or Master’s in Public Administration (preferred) AND at least five years’ experience in financial and procurement management of large, complex organizations and/or programs.
PREFERRED QUALIFICATIONS: The preferred candidate will possess:
• High-level experience in the implementation of complex financial and procurement management systems;
• Excellent interpersonal skills and the ability to effectively communicate and manage at all levels of an organization;
• Strong and creative problem solving abilities and can exercise sound judgment and make critical decisions based on accurate and timely analyses;
• Experience managing large federal grants and contracts; and
• Possess integrity, dependability and confidence along with a true sense of urgency and a desire to achieve positive solutions and results.
Duties Description The New York State Education Department is seeking candidates to fill the position of Chief Financial Officer. As a key advisor of the senior leadership team, the Chief Financial Officer will report to the Executive Deputy Commissioner and assume a strategic role in the overall management of the Department. The Chief Financial Officer will have primary oversight responsibility for planning, implementing, managing and controlling all financial and contract-related activities of the Department. Duties of this position will include, but are not limited to the following:
• Lead the Department’s administration of all fiscal operations and policies. This includes overseeing the Bureaus of Budget Coordination, Financial Administration, Grants Finance and Contracts as well as ensuring compliance with federal and state standards regarding Minority and/or Women Business Enterprises (MWBE);
• Oversee the Department’s strategic financial management activities including annual budget development, financial planning and financial reporting;
• Develop and maintain successful working relationships with federal and state government entities, ensuring that rules and regulations are accurately translated into Department policies and adherence is achieved;
• Develop project-level financial and procurement management policies and procedures, manage roll-out and oversight compliance, reporting and periodic review;
• Develop and maintain effective working relationships with Department leadership including, but not limited to Deputies and Assistant Commissioners;
• Represent the Department on a variety of statewide financial workgroups including the Statewide Financial System, the Office of the State Comptroller, and the Division of Budget;
• Evaluate and advise on the short and long-term impact of implementing new programs and financial strategies;
• Ensure that all agency financial and procurement records are complete and in compliance with federal and state requirements;
• Support senior management by establishing and implementing agency-wide protocols and procedures for financial internal controls, including mitigating risks and vulnerabilities when identified; and
• Demonstrate exceptional leadership and supervisory skills, oral and written communication skills and management competency.
Additional Comments CONDITIONS OF EMPLOYMENT: This position is in the exempt class and the incumbent will serve at the discretion of the Commissioner of Education. Filling of this position is contingent upon Division of Budget approval.
*Salary will be commensurate with Education and Experience.
