Minimum Qualifications MINIMUM QUALIFICATIONS

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Department of Labor of our intention to conduct a non-competitive promotional examination for the position of Assistant Director UI Adjudication Services in Troy. If there are no more than three qualified candidates interested in the position a permanent appointment may be made by non-competitive probation of an application, who meets the minimum qualifications, if a non-competitive promotion examination is approved by the Department of Civil Service.

MINIMUM QUALIFICATIONS: You must be a Department of Labor employee and have one year of permanent or contingent permanent service as Supervising Unemployment Insurance Hearing Representative, Gr-25.

52.6 TRANSFER QUALIFICATIONS: This title is designated administrative under Section 52.6 of the Civil Service Law and may be filled by administrative transfer under this section of the law provided all transfer criteria are met. Source titles from which transfer may be made must be designated administrative and be Grade27/M-2 or higher.

Duties Description STANDARD DUTIES: As the Assistant Director, Unemployment Insurance Adjudication Services, you would be responsible for administering the day-to-day operations and activities of the Adjudication Services Office (ASO) for the upstate offices and coordinating the processing of hearing requests statewide with the Downstate ASO Assistant Director. You would coordinate with the Director for Adjudication and Determination and the Assistant Director Adjudication Services downstate office in formulating and developing policies, procedures, standards and guidelines, overseeing and coordination ASO operations to assure uniform compliance of policies and procedures; overseeing the review of overruled determinations and the preparation of appeals; overseeing the drafting and implementation of legal and policy guidance to UI staff; exercising oversight and administrative responsibilities over ASO sections. You will act as a liaison between ASO and other operating sections of the Department, outside agencies, employer and benefit claimant groups, and business and civic groups; oversee and ensure the implementation of comprehensive training on new policies and procedures; supervise the staffing of offices and the evaluation of subordinate staff; and assist the Director of ASO in implementing new initiatives and procedures for the office.
