Minimum Qualifications This position is open to candidates who are reachable on the Information Technology Specialist 4, G-25, Civil Service eligible list OR have one year of permanent competitive service as an Information Technology Specialist 4, G-25. As well as those deemed eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades. In order to qualify for a Section 52.6 transfer, candidates must have one year of permanent competitive service in a qualifying administrative title such as Information Technology Specialist 3 (Data Communications), G-23, Information Technology Specialist 3 (Database), G-23 and Information Technology Specialist 3 (Systems Programming), G-23.

Additional Minimum Qualifications:

Experience in an environment with one or more of the following technologies:
• Oracle Database, PL/SQL,
• Oracle Data Integrator (ODI), or
• PeopleTools and PeopleCode, including SQR and XML Publisher Reports.
• Financial Management System Experience.

Required Skills and Abilities:
• Excellent written and verbal communication skills.
• Ability to plan, coordinate and direct.
• Knowledge of project management techniques.
• Knowledge of supervisory principles and practices and ability to implement them.
• Strong analytical, problem-solving and conceptual skills.

Preferred Qualifications:
• PeopleSoft functional and technical expertise within the FSCM 9.2 modules.

• Familiarity with project management best practices and principles.
• Familiarity with finance and accounting principles.
• Bachelor’s degree in Computer Science or related field.

Duties Description The incumbent will work in the Application Development Bureau and supervise computer systems analysis, design, and implementation activities. While responsibilities will include all aspects of application development for the Statewide Financial System (SFS), the PeopleSoft Financials application will be the focus area for this position. This includes the required customizations, integrations, and upgrades to support the statewide financial application functionality.

The incumbent will supervise Solution Services staff engaged in systems analysis and application program development activities. The incumbent will also work to define the scope of projects, establish detailed project plans, and set priorities within a multi-project environment.

Duties will include, but are not limited to, the following:

• Define the scope and timeframe for project completion for subordinate staff.
• Document and monitor the project schedule and progress against the schedule.
• Monitor the quality of development and testing deliverables of subordinate staff.
• Write reports to management identifying the costs and benefits as well as the advantages and disadvantages of a proposed project.
• Assign and reassign staff as needed to address project workload.
• Assist subordinate staff in technical problem resolution as necessary.
• Develop detailed work plans for critical dates to ensure timely completion of projects.
• Identify and resolve technical or batch scheduling problems.
• Write progress reports to management and users outlining what was done, what needs to be done and timeframes for accomplishing tasks.
• Participate in the development and review of standards, policies and procedures.
• Participate in the preparation and evaluation of RFPs.
• Participate in the preparation, evaluation and hiring of supplemental consultant staff using NYS OGS HBITS.
• Perform the full range of supervisory duties.
