Minimum Qualifications This position is open to candidates who are reachable on the Information Technology Specialist 1, G-14, Civil Service eligible list OR have one year of permanent competitive service as an Information Technology Specialist 1, G-14. This position is also open to NYS employees deemed eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades. In order to qualify for a Section 52.6 transfer, candidates must have one year of permanent competitive service in a qualifying administrative title such as Business Management Assistant, G-14, Internal Auditor, G-14, or Program Research Specialist 1, G-14.

Preferred Skills and Abilities:

• Ability to understand the functionality among the different SFS modules.
• Ability to identify and evaluate software, tools and resources to determine potential benefits and uses in the Help Desk function.
• Knowledge of System User Help Desk operations and tools.
• Ability to execute existing SQL queries and assist in analyzing results.
• Strong interpersonal skills; ability to work on cross-functional teams.
• Strong verbal and written communication skills with an ability to express complex business concepts in technical terms.

Duties Description This position may be filled within the Help Desk, Operations or Solution Services sections of SFS. The incumbent may work on system batch transmissions, all system access and fielding and resolving system user issues. The incumbent may also be responsible for oversight and maintenance of batch scheduling and transmission support for the Statewide Financial System, all internal and external access to the Statewide Financial System, and analyzing user issues to resolve PeopleSoft system user issues within targeted resolution timeframes.

Specific responsibilities of the incumbent may include performance of or assistance with any or all of the following:

• Support users in the implementation and use of the new system including, but not limited to, screens, access, and reports.
• Identify and analyze common or related problems; make recommendations to technical and business staff for system adjustments to address and resolve.
• Prioritize issues and route to appropriate internal or external resources.
• Analyze user inquiries to identify possible training opportunities or system problems with the new Statewide Financial System.
• Prepare work papers to document findings and conclusions.
• Execute SQLs for reporting and security audit purposes.
• Run agency reports based on user access and roles provisioned.
• Coordinate security activities with Agency Security Administrators.
• Incident management and response.
• Work with technical and functional area experts and others as needed to develop a comprehensive knowledge of system application and development, and business processes.
• Participate in appropriate training, workgroups and agency meetings.
• Establish and maintain a working knowledge of the system’s screens, navigation, procedures, and processing requirements.
• Ad hoc project responsibilities.
• Participate in analysis and design activities which support the use and customization of the SFS PeopleSoft Application.
• Participate in business process analysis and documentation.
• Assist software developers with documentation of system functionality and customizations.
• Assist testing team with planning, executing and documenting test scenarios.
• Assist functional team with identifying system defects, testing the associated fixes and documenting findings.
