Duties Description Reporting to the Director, Agency Budget Services 2 (M-4) in the Bureau of Budget Management (BBM), the Chief Budgeting Analyst will be responsible for oversight of Child Support Services, the Supplemental Nutrition Assistance Program (SNAP) including, but not limited to, SNAP policy and administration, SNAP Employment and Training, SNAP Outreach and SNAP Nutritional Education. Responsibilities include, but are not limited to:
• Prepare portions of the Agency’s annual State budget request and Federal budget requests for assigned areas;
• Develop projections taking into account recent spending history, policy goals, administrative and demographic changes, and prepare written narratives;
• Maintain oversight of implementation of budgets through various activities such as reviewing Requests for Proposals (RFPs) and contracts, facilitating the Division of the Budget approval of program plans, preparing of allocations and monitoring expenditures, maintaining historical data on caseload and projection of caseload and monthly average payment, oversee and coordinate as necessary, the development of the State plan for Federal SNAP funds;
• Perform special projects such as fiscal analyses related to major policy proposals or program changes which may be generated by an Agency, legislative or Governor’s proposal, Federal change, request from a social services district or other directive;
• Review and analyze proposed legislation, State Plan amendments, Federal and State regulations for assigned programs to determine the estimated fiscal impact;
• Supervise budget analyst staff, as assigned, and ensure that their work is performed accurately and timely;
• Prepare staff annual performance plans and reviews, assign appropriate training;
• Collaborate with the Director of BBM to ensure that the Bureau has proper internal controls and is attentive to workforce and succession planning needs, and respond accordingly;
• Keep Director advised of any issues that arise pertinent to assigned program areas;
• Perform other duties pertaining to budgetary and fiscal matters, as assigned.
Additional Comments Appointment to this position is contingent upon Division of Budget approval fill. You must be a current New York State employee to apply for this position. A full-time, permanent appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
