Duties Description The Office of Mental Health (OMH) is seeking qualified candidates to fill Human Resources Specialist 2, Grade 23, positions in the Center for Human Resources Management. The Office of Mental Health is a large decentralized agency with 24 psychiatric centers and 2 research institutes.
The Human Resources Specialist 2 will independently perform the full range of duties for assigned program area(s) and/or psychiatric facilities within OMH. They will participate in the analysis, development, implementation, monitoring and evaluation of personnel programs, policies and procedures that facilitate staffing for facility operations or program areas. The incumbent will independently plan, organize, conduct and coordinate their work which will include: position classification; staffing; exam planning; and the provision of technical and problem-solving assistance to managers and employees concerning personnel and related human resource issues. They work directly with staff from the Department of Civil Service and the Division of the Budget on issues relating to agency personnel programs.
