52.6 Transfer:
To be eligible for a 52.6 transfer, a candidate must have one year permanent competitive service in a 52.6 title allocated to salary grade 16 or above.
Duties Description The Office of Budget and Policy Analysis within the New York State Office of the State Comptroller seeks highly motivated individuals interested in public policy, financial and budgetary research and analysis and public finance to join our team as a Program Research Specialist. The Office of Budget Policy Analysis is seeking to fill a position as follows:
Public Authorities
As a Program Research Specialist, the successful candidate would monitor, research and analyze public authority data submissions within the Public Authorities Reporting Information System (PARIS), assist with systems related projects and participate in the ongoing analysis, research, review, planning, design, implementation, testing and maintenance of relevant systems, working to develop a depth of knowledge of the PARIS system and its interaction with other Office of the State Comptroller (OSC) systems. The successful candidate would assist with special projects and data collection, research and analysis used in the preparation of policy reports or briefing documents, maintain the public authorities section of the OSC website, and provide support for the ongoing effort to provide public authority data to the public. You would provide public authorities data and perform data analysis and research as requested, prepare various data requests as needed, and administer the process of receiving and cataloging miscellaneous public authority documents.

Preferred qualifications include:
• Advanced proficiency with Microsoft Excel;
• Experience in data analysis; advanced modeling, statistical or other data analysis techniques especially desirable;
• Strong organizational and data management skills;
• Proven ability to learn and work successfully with financial data and concepts;
• Strong analytical, quantitative, writing, oral, interpersonal and communication skills;
• Proficiency with Microsoft Word; and,
• A demonstrated attention to details, the ability to work in a fast paced environment, manage multiple priorities, meet deadlines and work in a team environment.
In addition, the ideal candidate will have:
• A basic understanding of public finance/debt concepts and issues;
• Familiarity with New York State statutes and policies associated with public authorities; and,
• Familiarity with New York State and local budgetary, economic or policy issues.
