Knowledge Required - 8+ years of related work experience or Master’s degree w/ 5+ years;

Duties Description BASIC FUNCTION
The Vice President & Deputy Director will support the President of the Moynihan Station Development Corporation (MSDC) and the Project Team for Moynihan Station at Empire State Development in managing specific tasks pertaining to the planning, financing, design and construction of Phase 2 of the Moynihan Station project. Assist the President in the management of MSDC staff and the wider Project Team, which is comprised of team members assigned from other public agencies and a number of consultants. Represent MSDC with project stakeholders, participating in legal negotiations and the administration of legal agreements, and work with the railroads to ensure successful readiness and relocation to the new Daniel Patrick Moynihan Train Hall.

POSITION DESCRIPTION:
MSDC is a subsidiary of Empire State Development (ESD), the State of New York’s chief economic development agency. The mission of ESD is to promote a vigorous and growing economy, encourage the creation of new job and economic opportunities, increase revenues to the State and its municipalities, and achieve stable and diversified local economies.

MSDC is a special-purpose entity charged with the redevelopment of the James A. Farley Post Office Building into a mixed-use development that will include a new intercity train hall utilized by Amtrak. Located on site at the Farley Building, the MSDC team oversees all aspects of the project and works with Amtrak, the Port Authority of New York and New Jersey, the U.S. Department of Transportation and the City of New York on the execution of the approved project plan. The Moynihan Station project is a public-private partnership involving close coordination with private sector development partners.

The Vice President & Deputy Director will report to the President of MSDC and help manage all aspects of the project, including planning, finance, design and construction. The selected candidate will need to be highly self-motivated, adaptable, and willing to take initiative in order to become immersed in all aspects of project execution. The small MSDC team and the entire extended Project Team employ an “all hands” approach to the project when necessary in order to advance its goals. The Project Team includes staff assigned from other agencies and many consultants all working together to deliver a world-class infrastructure project on schedule and on budget.
WORK PERFORMED:
• Quickly become prepared to make decisions on behalf of MSDC that involve project stakeholder relationships, project schedule and project budget;
• Attend meetings with and on behalf of the President of MSDC, including stakeholder meetings and consultant meetings relating to project planning, design, finance and compliance;
• Participate in legal negotiations with partner public agencies and private development partners;
• Manage the development and administration of key legal agreements along with representatives from ESD Legal and outside law firms;
• Assist the President in the management of MSDC staff and coordination between MSDC and wider ESD agency staff supporting the project;
• Assist the President in annual and long-range budget planning and preparation;
• Prepare materials for directors and present in front of directors and other oversight entities;
• Present to community boards and local elected officials;
• Manage planning for operational readiness for the Moynihan Train Hall, working closely with representatives from Long Island Railroad, Amtrak and the State Police;
• Play a lead role in coordinating the Moynihan Train Hall’s integration into the wider Penn Station complex masterplan, including working directly with Long Island Railroad, Amtrak and the Governor’s Office on related Penn Station initiatives.
