Minimum Qualifications Candidates must be permanent competitive or 55 b/c employees of New York State to be eligible to apply for this position.

Permanent Appointment:
One year of permanent competitive service as an Office Assistant 2 (Calculations) OR be reachable on the Office Assistant 2 (Calculations) eligible list OR have on year of permanent competitive or 55b/c service in a title eligible for transfer under Section 70.1 of the law.

70.1 transfer or reinstatement:

Duties Description The Purchasing Office at the State University of New York at Oswego invites applications to fill a full time Office Assistant 2 (Calculations) position, Grade 9.

Description of Responsibilities:
• Processing requisitions into purchase orders by assigning appropriate codes, encumbering department funds, soliciting vendors through written price quotations; and assisting preparing sealed bids. Duties include the evaluation of quotations, preferred sources, and OGS state contracts for the processing of requisitions in to purchase orders. The purchasing clerk is responsible for the cor¬rect information being input on the purchase orders, ensuring descriptions are clear and con¬cise, and that all quantities and extensions are correct. The proper distribution of pur¬chase order information to all appropriate departments or entities hard copy or electronic is required.
• After appropriate Purchasing Associate review the purchasing clerk shall process the requisition through the Web Req system. The clerk shall ensure the item description is complete, select the proper UNSPSC Info, select the proper sub-object code, select the appropriate vendor and process the remaining features of the requisition by turning the requisition in to a purchase order.
• The clerk shall maintain a list of Purchase order numbers on a separate purchasing log call the “Purchase Order Register”. Each requisition shall be recorded on the Purchase Order Register with the main funding account number and requisition number.
• The Purchasing Clerk is required to assist the Procurement Card program by working with the Purchasing Associate and Senior Clerk. Typical duties include communicating appropriate information for prospective cardholders, filing, etc.
• Purchasing Clerks are responsible for being knowledgeable about the State University of New York Purchasing and Contracting Procedures, 7553, and that these rules are followed in the purchasing process. .
• Purchasing Clerks are responsible for being familiar with commodities and services available from state contracts and all Preferred Sources (i.e.: Dept. of Correctional Services, Industries for the Disabled, etc.), and making use of these vendors appropriately. Responsible for being familiar with sources of supply for requested non-contract items that fall within assigned accounts.
• The Purchasing clerk is responsible for answering incoming telephone calls from sales people, agency personnel, and vendors in¬quiring about SUNY OSWEGO Purchasing Rules and Regulations and providing the ap¬propriate purchasing information for processing. The Purchasing Clerk is responsible for following up on purchase order information as requested by agency personnel.
• The Purchasing clerk is responsible for taking steps to ensure that Minority and Women Owned Business Enterprises are included in competitive quotations and/or sealed bids where possible.
• Additional tasks will be assigned where necessary.
