Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: One year of permanent competitive or 55b/c service as a Program Research Specialist 3.

§70.1 Transfer: One year of permanent competitive or 55b/c service as an Associate in Education Research, Associate Statistician, or Environmental Specialist 2.

§52.6 Transfer: One year of permanent competitive or 55b/c service in a title SG-21 or higher deemed eligible to transfer under §52.6 of the Civil Service Law.

Eligible List Appointment: Candidates who are reachable on the Program Research Specialist 3 eligible list may be considered for appointment.

Duties Description The New York State Education Department’s Office of Adult Career and Continuing Education Services (ACCES) is seeking to fill a Program Research Specialist 3 position in the Albany Central Office in the Data Unit. The Data Unit provides data and reports to meet federal reporting mandates for all ACCES offices, measures program performance and effectiveness, supports policy and budgetary decisions, provides technical advice and guidance on operating programs to staff, prepares written technical reports containing the analysis and interpretation of study findings, and consults with Information Technology (IT) staff in developing and maintaining the agency’s data infrastructure. Major responsibilities of this position will include, but are not limited to, the following:

• Determine the kinds of information needed, the data sources, and collection methods to support the ACCES Data Unit and ACCES program offices;
• Plan studies to identify initiatives and track the progress of program offices, including providing instructions and information regarding data collection and results to the various program offices;
• Conduct and/or participate in meetings with IT staff and users to discuss and identify various options for meeting data system requirements;
• Consult with IT staff to develop and maintain ACCES data infrastructures;
• Supervise the Program Research Specialists 2;
• Select the appropriate methods to follow to analyze and evaluate data, and consider the source of data and statistical tools to use to support initiatives;
• Evaluate various program areas, including policy, procedure, legislation, objective, and cost effectiveness;
• Work with IT staff to identify and resolve malfunctions and complex problems related to database use, maintenance, and management;
• Measure the progress toward and determining the soundness of program objectives;
• Work with IT staff to assure that the data system meets security standards and conforms to security best practices; and
• Prepare written technical reports containing the analysis and interpretation of study findings, along with recommended course of action based on study findings.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit.
