Minimum Qualifications One year of permanent competitive service as a Senior Attorney; or one year of permanent competitive service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.

Duties Description The Department of State is seeking a senior attorney candidate with a background in land use, water law and environmental law to work with staff in the Office of Planning and Development (OPD) in preparing legally enforceable waterfront revitalization plans. The senior attorney will also conduct reviews of waterfront plans submitted to the Secretary of State for approval pursuant Executive Law Article 42. Legal advice and assistance are to be provided to OPD staff, municipal officials and consultants on a broad range of topics involving planning, zoning and environmental regulation. Secondarily, the senior attorney will be requested to ensure that the Department’s record justifies proposed consistency determinations regarding new development along the coast. The job embraces coastal issues such as climate change, post-storm recovery, coastal hazards, dredging, and hazardous waste cleanup. Familiarity with grant and contract-related activities is helpful to this position. The candidate should have a strong background in legal research and writing.
