Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: One year of permanent competitive or 55b/c service as an Assistant in Professional Education.
§70.1 Transfer: One year of permanent competitive or 55b/c service as a Veterans Education Program Representative 2 and a master’s degree.
Eligible List Appointment: Candidates who are reachable on the Assistant in Professional Education eligible list may be considered for appointment.

Provisional Appointment: If the eligible list contains fewer than three acceptors, a provisional appointment may be considered. For provisional appointment candidates must have a master's degree and three years of;
Either 1. professional level administrative or educational experience in a college, university, education agency, or
professional association;
Or 2. professional level administrative or educational experience in an agency or organization having oversight,
regulatory, or coordinative responsibility for higher or professional education;
Or 3. professional, administrative, or education experience in credentialing or discipline of professional licensees. In addition, two years of this experience must have been related to the regulation of licensed professionals (professions licensed under Title 8 of the New York State Education Law) in such areas as training; testing or supervising professionals; or to the development, review, evaluation, or offering of professional education programs.
*Salary leads to $86,398 through annual performance reviews.
Duties Description The New York State Education Department is seeking to fill an Assistant in Professional Education position in the Public Accountancy and Certified Shorthand Reporting Board Office. This State Board Office assists the Board of Regents and the Department in the licensing and practice of the professions of public accountancy and certified shorthand reporting. Under the general direction of the State Board Executive Secretary, the duties of the Assistant in Professional Education include, but are not limited to, the following:
• Respond verbally or in writing to pre-licensure applicants, licensees and the public regarding practice issues and licensing requirements, including education, administration of the Uniform CPA Examination, and professional experience;
• Supervise professional staff and associated clerical staff who are responsible for education reviews, experience evaluations, firm registrations and mandatory continuing education;
• Review and approve applications for licensure as a certified public accountant or certified shorthand reporter that includes examinations, experience and education requirements;
• Review and approve applications for registration as a sponsor of continuing professional education;
• Analyze petitions to the Committee on the Professions for a waiver of certain requirements for licensure and prepare memos recommending approval for the Executive Secretary’s signature;
• Assist in drafting language for proposed regulatory amendments;
• Assist the Office of Professional Education Program Review in the evaluation of curricula for registration of 150 semester hours of accounting programs;
• Prepare draft responses for signature of other Department personnel such as Executive Secretary, Deputy Commissioner, etc.;
• Take and prepare minutes of full Board Meetings of the State Board for Public Accountancy and the State Board for Certified Shorthand Reporting;
• Assist Executive Secretary in arranging and conducting interviews for prospective State Board members and for Board Office staff;
• Assist Executive Secretary and staff in the training of new employees;
• Serve as a subject matter expert for the office and participate in the Office for the Professions development and implementation of an electronic licensing system; and
• Oversee office operation in the absence of the Executive Secretary.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointees’ negotiating unit.
