Minimum Qualifications This position is open to candidates who are reachable on the Information Technology Specialist 3, G-23, Civil Service eligible list
OR have one year of permanent competitive service as an Information Technology Specialist 3, G-23, as well as those deemed eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades. In order to qualify for a Section 52.6 transfer, candidates must have one year of permanent competitive service in a qualifying administrative title such as Information Technology Specialist 3 (Data Communications), G-23, Information Technology Specialist 3 (Database), G-23, and Information Technology Specialist 3 (Systems Programming), G-23.

Preferred Skills and Abilities:

• Understanding of and experience using a test tool suite such as HP Quality Center.

Duties Description As part of the Statewide Financial System, this position will lead and be responsible for all activities associated with the Testing Team. This team administers tests, which are linked to requirements and validate that stakeholder needs are being met.

General Job Responsibilities:

• Establish and maintain Testing Unit Standards. Ensure all Testing Unit procedures are documented, in compliance with SFS policies and procedures, COBIT and ITIL standards.
• Ensure all Testing Unit members/ staff augmentations are trained and execute tasks in their assigned areas of responsibility in compliance with Testing Unit and SFS policies and procedures.
• Supervise and monitor the workload of unit staff.
• Manage the Testing Unit Project Plan.
• Interface with Testing Unit external stakeholders.
• Support the Quality Lead in project responsibilities.
• Comply with all SFS Project policies and procedures and work environment standards.
• Work effectively with users/stakeholders, ID staff and SFS staff members.
• Plan and execute inter-unit dependencies between the Testing Unit and other SFS/vendor units.
• Assist with balancing Testing/Quality Unit workload/resource levels.
• Develop quality measures for the testing unit’s activities, performance and outcomes.
