Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list, Professional Career Opportunities (PCO) eligible list, or the Public Management Intern (PMI) eligible list may be considered for appointment.

Section 70.1 Transfer to Education Credentials Specialist 1:
One year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 70.1 Transfer to Education Credentials Specialist Trainee 1: One year of permanent competitive or 55b/c service in a title SG-13 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.
Section 70.4 Transfer: Candidates may be eligible for transfer to Education Credentials Specialist Trainee 1 if they possess a bachelor’s degree AND one year of permanent competitive or 55b/c service in a title SG-11 or higher AND have standing on the Professional Career Opportunities (PCO), Public Administration Trainee Transition (PATT) or Public Management Intern (PMI) eligible list.

Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for an Education Credentials Specialist 1 position in the Office of Teacher Certification. This Office is responsible for issuing teaching certificates in New York State. The incumbent of this position will assess, review and process applications for the registration of teaching certificates or related credentials. Duties of this position include, but are not limited to the following:

• Conduct a thorough, accurate and timely evaluation of teacher certification applications, Continuing Teacher and Leader Education (CTLE) sponsor applications and credentials in accordance with application NYS Education law, Commissioner’s Regulations and teacher certification policy and procedures;
• Conduct a thorough, accurate and timely review of teacher certification transcript evaluations completed by Regional Board of Cooperative Education Services (BOCES) certification staff to determine and confirm the accuracy of the initial evaluation;
• Communicate effectively and in a timely manner with applicants, colleges, universities, school district staff, BOCES personnel, testing agencies, other state governmental regulatory bodies, CTLE sponsors and colleagues using a variety of media including telephone, written and electronic correspondence, and face-to-face interaction;
• Review documentation required to meet certification or sponsor requirements;
• Demonstrate an understanding of applicable NYS Education Law, Commissioner’s Regulations and/or office policies and procedures;
• Determine whether applicants meet minimum requirements for consideration for NYS teacher certification or CTLE sponsor; and
• Perform other duties as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or transcripts will be required for all candidates at the time of interview.

The salary listed above applies to candidates appointed to Education Credentials Specialist 1, SG-18. The hiring rate for candidates appointed to Education Credentials Specialist Trainee 1 starts at $42,143 and for current New York State employees, is based on the candidate’s salary at the time of hire. Transfer candidates to Education Credentials Specialist Trainee 1 and appointees from the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list, the Professional Career Opportunities (PCO) eligible list or Public Management Intern (PMI) eligible list will serve a two-year traineeship leading to the grade 18 salary level.

*Leads to a maximum salary of $70,566 based on annual performance advances.
