Minimum Qualifications Four years' relevant experience in government procurement; contract management; and/or contractor compliance.

Associate's degree in business administration, public administration, economics or a related field minimum; Bachelor's degree desirable.

Duties Description Reporting directly to the Director, Service-Disabled Veterans' Business Development Program, the Program Specialist will be responsible for assisting in the continued development and implementation of a comprehensive statewide operational plan to promote service-disabled, veteran-owned business enterprises (SDVOBs) and to assist them in obtaining opportunities to participate in the procurement of goods and services by the state.

The Program Specialist will be part of the Division of Service-Disabled Veterans' Business Development Program, an enterprise organization created within the Office of General Services. Duties will include, but are not limited to, the following:

• Assisting in SDVOB certification process by compiling and preparing information provided by applicants for review, including military/VA records, legal documents, tax returns, and financial statements in accordance with applicable procedures and requirements.
• Contacting applicants for SDVOB certification in writing and/or by phone to alert them of application deficiencies and recommend remedies.
• Maintaining accurate records of application processing activities and monitoring deadlines using an application status worksheet created in Excel.
• Maintaining NYS Certified SDVOB Directory in Excel including adding newly certified business information provided in SDVOB certification applications and reviewing and making change requests for existing entries listed in the Directory.
• Providing consulting assistance to state agencies with the identification of those state contracts for which SDVOBs may best be utilized.
• Monitoring of state-wide efforts to comply with the requirements of the Service-Disabled Veteran-Owned Business Act including, but not limited to, compiling data from quarterly activity reports submitted by agencies and authorities in Excel.
• Engaging in outreach efforts designed to promote the SDVOB program. These efforts include encouraging SDVOBs to apply for New York State Certification and raising awareness among New York State agencies and authorities of the SDVOB legislation, program requirements, and expectations.
