Minimum Qualifications Eligible for a lateral transfer or eligible for a 70.1 transfer by having one year of permanent competitive service in an appropriate title. Appropriate titles include but are not limited to:

Candidates must be reachable on the current eligible list for Contract Management Specialist 2 in Albany. Candidates who are currently on the eligible list for the Contract Management Specialist 2 in Albany need not submit an application for this posting unless they are applying directly as a result of the transfer qualifications listed above.

Duties Description Duties will include, but are not limited to:

• Assist program areas in the planning of procurement time-frames; Keep management apprised of any possible problems or delays in processing and managing contracts and procurements;

• Coordinate and/or participate in the development, review and analysis of Request For Proposal’s (RFP’s) and Information for Bids (IFB’s) to ensure all financial, contractual and administrative requirements are satisfactorily addressed;

• Promote Minority and Women Owned Business Enterprises (MWBE) participation in OTDA purchasing transactions, procurements and contracts;

• Support leadership in the creation and implementation of modern procurement methodologies, recommends opportunities for contract improvements to staff and management; develop solutions to meet changing customer needs;

• Participate in the evaluation and analysis of financial proposals in order to establish financial rankings and support contractor selection;

• Review and analyze draft contracts and contract amendments/assignments and resolve contractual issues with assigned organizations;

• Coordinate the contract approval process and enter required contract transactions in SFS; Ensure contract payments are made appropriately and approvals are timely; process contract cap increases in SFS as needed;

• Serve as a liaison with assigned OTDA organizations, Office of the State Comptroller (OSC) and other State Agencies to facilitate the purchasing and procurement process while ensuring all control requirements are met;

• Provide supervision and training to Contract Management Specialist 1's and perform more complex contract and procurement activities.

Additional Comments A full-time, permanent appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
