Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Supervising Attorney, M-4, or one year of permanent competitive service as an Associate Attorney, M-3/SG-28 and eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades.

Duties Description The Division of Legal Affairs within ITS is comprised of the bureaus of House Counsel, Litigation and eDiscovery, and Investigations. The Supervising Attorney, working with the Chief General Counsel, manages the House Counsel bureau within the Division of Legal Affairs, which includes a team of Associate and Senior Attorneys and legal support personnel (currently 12 staff in the bureau). The Bureau of House Counsel is responsible for: legal oversight and management of IT contracting and procurement for ITS and its clients; legal aspects of state- and agency-wide IT policy development; development and tracking of ITS-affecting legislation; preparation of ethics opinions for ITS personnel; and direct provision of IT-related legal advice and support for ITS executives, ITS program areas, and client counsel. Duties will include:

- Personal responsibility for and oversight of multiple large IT vendor relationships, including drafting and negotiating IT hardware, software, maintenance services and related contracts with commercial vendors;
- Personal responsibility for and oversight of the legal aspects of one or more ITS program areas.

-Personal responsibility for or oversight of the drafting and interpretation of agency agreements and other legal documents to effectuate the coordination of the State's provision of IT services.

-Personal responsibility for or oversight of the drafting and review of legislation relating to the provision of IT services and other programs related to ITS.

- Effective supervision and mentoring of multiple attorney and non-attorney staff.

- Management of workload of multiple attorney and non-attorney staff to ensure timely throughput on House Counsel assignments.

- Management of day-to-day operations of House Counsel bureau within Division of Legal Affairs, including time and attendance compliance, internal personnel issues (with the assistance of the Chief General Counsel and the Litigation Counsel), and general administrative duties such as budget oversight.

- Other duties as assigned.

Additional Comments This position is within the Chief General Counsel’s Office.

This position is pending Division of the Budget approval. Some positions may require fingerprinting.
