Minimum Qualifications Interested candidates must be eligible to transfer under Section 52.6 of the Civil Service Law.
Eligibility to transfer: candidate must have one year of permanent competitive service in a qualifying title allocated to salary grade 23 or higher.

Duties Description Personnel/Labor Relations
• Provide oversight and direction to personnel unit staff regarding personnel and labor relations issues within the Division.
• Serve as subject matter expert to staff.
• Identify and track administrative and personnel issues for Executive Management.
• Consult with Executive, Bureau Management and HR&A to understand workforce needs for the Retirement Services Division and monitor progress in achieving the Division’s goals.
• Prepare Division succession plan.
• Handle labor relations issues and consult with Executive, Bureau Management and Labor Relations regarding employee issues.

Quality Performance
o Direct and guide our internal quality performance consulting function including but not limited to:
o Business Process Improvement
o Promote the continual improvement of performance and quality related to managing the work and achieving the Divisions’ goals and objectives. Manage the successful and smooth transition from current to desired culture, practices, structure and overall organizational environment.

o Organizational Development
o Assist in the development of the Division’s Strategic Plan.
o Oversee the Division’s Monthly Report and Dashboard for the Comptroller and Strategic Priorities Reports.
o Prepare the budget narrative.
o Coordinate the Annual Accomplishments activity.

• Internal Controls
o Oversee the Internal Controls and Strategic Risk functions for the Bureau and Division.
o Draft ASQP Bureau Internal Controls Annual Certification and, in the capacity of Assistant Director, participate in activities related to the ASQP Bureau Risk Assessment.
• Cost Effectiveness Measurement (CEM) Benchmarking
o Oversee activities related to the annual survey, report, and conference and management presentation.
o Serve as liaison between CEM representative and Retirement
o Services management.

Workforce Development/Training/Employee Engagement
• Provide managerial oversight to the Workforce Development/Training Unit (ERS Training staff) regarding workforce development initiatives, training classes/activities/programs which will build, sustain, and promote learning and high performance within the Division.
• Serve on the OSC Staff Development Governance Team, representing Agency-wide workforce development initiatives, collaborating with HR&A to accomplish Division workforce development goals in alignment with OSC.
• Oversee the administration of Employee Engagement Programs, including but not limited to:
o Division Employee Suggestion Program
o Division and OSC Employee Recognition Program
o OSC Mentoring Program
o OSC Community Connections

Purchasing & Space Planning
• Direct and guide staff in the management of purchasing and building (space & phones) tasks, activities, projects, and initiatives for the Division, ensuring the unit applies processes, rules and regulations in a time manner.
• Participate in developing and implementing the space plans for the Division.
• Serve as Authorized Division Purchase Request Approver.
• Responsible for reconciliation of monthly Procurement Card Statements (PCS).

Business Continuity
• Direct and guide staff in the management of the Division business continuity program ensuring all plans are up-to-date.

Manager & Assistant Director Administrative Duties
• Manage and oversee subordinate staff in the completion of their tasks and assignments through modeling the OSC Expectations of Managers.
o Active team member of Assistant Director Management Team (ADMT) – foster respect and open communication in collaboration with other ADMT members while developing strategies, plans and actions needed to successfully accomplish the team’s purpose of improving communication across bureaus, sharing information and resolving problems.
