Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: One year of permanent competitive or 55b/c service as a Senior Accountant.
Eligible List Appointment: Candidates who are reachable on the Accountant Trainee 1, Professional Career Opportunities Select Job Titles, or Senior Accountant eligible lists may be considered for appointment.
§70.1 Transfer to Accountant Trainee 1: One year of permanent competitive or 55b/c service in a title SG-13 or above deemed eligible for transfer under §70.1 of the Civil Service Law AND posses 24 semester credit hours in accounting, auditing, or taxation courses.
§70.1 Transfer to Senior Accountant: One year of permanent competitive or 55b/c service in a title SG-18 or above deemed eligible for transfer under §70.1 of the Civil Service Law AND posses 24 semester credit hours in accounting, auditing, or taxation courses.
§70.4 Transfer to Accountant Trainee 1: One year of permanent competitive or 55b/c service in a title SG-12 or above AND a standing on the eligible list AND posses a bachelor’s degree and 24 semester credit hours in accounting, auditing, or taxation courses.
Duties Description The New York State Education Department’s Special Education Finance’s Rate Setting Unit (RSU) is seeking applicants for a Senior Accountant position. The RSU is responsible for working with providers and constituents to facilitate the rate setting process and developing reimbursement rates for approved providers of special education programs to preschool and school age students in accordance with Part 200 of the Commissioner’s Regulations. The incumbent of this position will review methodology waiver requests and prepare analysis to support waivers for review and approval by the Division of the Budget. Major Responsibilities of this position will include, but are not limited to, the following:
• Calculate and process accurate and timely tuition rates for assigned providers in accordance with applicable statutory and regulatory provisions, the Consolidated Fiscal Reporting and Claiming Manual, the Reimbursable Cost Manual, the approved tuition rate setting methodology, and unit protocols;
• Prepare correspondence to providers regarding information requests and tuition rate notification, as required;
• Respond to tuition rate appeals and waivers from methodology requests submitted by school age and pre-school providers for supervisor approval;
• Provide technical assistance to the field regarding rate setting, including details of schools’ rate calculations; and
• Perform data analysis, prepare reports and complete special assignments, as required.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointee’s negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Transfers to Accountant Trainee 1 and appointments from the Accountant Trainee 1 or Professional Career Opportunities Select Job Titles eligible lists require successful completion of a two-year traineeship which leads to the title of Senior Accountant, SG-18. The salary above applies to candidates appointed to Senior Accountant, SG-18. The hiring rate for candidates appointed to Accountant Trainee 1 starts at $44,564, and for current NYS employees, is based on the candidate’s salary at the time of hire. Verification of degree and/or transcripts will be required for all candidates at the time of interview.
