Duties Description This position has been used primarily as a supervisor for the Congregate Care Monitoring Team. Oversight of Voluntary Foster Care Agencies (VA) and Fire Safety for the VA, the Domestic Violence Shelters and The Runaway Homeless Youth Programs. The role includes also supervision of staff and providing technical assistance to the agencies within Region V.
Mandated to license and provide oversight for thirty five Voluntary Agencies, which include approximately 130 sites with a higher proportion of Institutions than other regions. Some agencies have as many as three Institutions.
Given that the Region is expansive and still growing, there are many initiatives that involve Region 5 agencies: Locating and Engaging Fathers, Coached Family Visits, Safe Harbour Programs, Youth Development, Youth Engagement, Trauma Informed Practice, and KEYS amongst others. Our larger agencies have contracts with numerous districts. Region 5 includes four of the ten most active counties (Westchester, Suffolk, Nassau and Orange) in New York State for Foster Care and other programs. We also have four medium size districts (three of which assumed this classification recently).
Further, the recent implementation of Preventing Sex Trafficking and Strengthening Families Act (P.L. 113-183) has caused OCFS to issue numerous policies that require the Regional Office to provide increased oversight and technical assistance regarding a wide range of program areas. The CFSS2 Supervisor position is key to the effective functioning of the Regional office and provides much guidance, development and administrative support to the staff.
