Minimum Qualifications Candidates must be reachable on the appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law. Depending on qualifications, candidates may be required to serve a 2 year traineeship that leads to the journey level grade 18 position.
52.6 Transfer
To be eligible for transfer under Section 52.6, candidates must have one year of permanent competitive service in a 52.6 title allocated to grade 16 or higher.
70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive service in a qualifying title.
70.4 Transfer:
Candidates with one year of permanent competitive service in a position within two salary grades and possess a Bachelor’s Degree from an accredited College. Applicants must have passed the Professional Career Opportunities (PCO) or Public Administration Traineeship Transition (PATT) exam.
55B/C eligible candidate with a Bachelor’s Degree.

Duties Description Oversight, Enhancement and Maintenance of RMS Systems
Using and maintaining the Remittance Management System (RMS), including maintenance of end user accounts and collaborating with CIO programming staff to make necessary updates to system.
This involves knowing the internal (Remittance Control Section) process as well as end user needs, which requires working extensively with the various program areas over the life of the Remittance Management system to determine needs and requirements that would result in an increase in the effectiveness of workflows through OSC.
Continuous communication with the operating units to determine and document current workflows and business cycles and propose changes where these work processes interacted with that of the Remittance Control unit is critical.
Act as liaison between the work units and programming staff (CIO) during the development stages through implementation and requirement maintenance.
Will be responsible for evaluating the effectiveness of implemented changes on the bureau’s work processes and determining how these changes impact the employee’s ability to complete their jobs and communicating the results back to the bureaus management.
These responsibilities involve identifying the need for system changes, reviewing all system changes to determine appropriate testing scenarios, creation of test plans, selecting and documenting appropriate testing data, applying or closely supervising the application of testing data and result, verification of all expected database table, field, screen and document changes and documentation and analysis of unexpected or unsuccessful changes. Also responsible for user consultation, redesign and documentation of technical specification changes determined during testing as necessary to meet business unit’s requirements.
Auditing of Records and Error Resolution
Conducting audits with end users in the Bureau of Management Services – Remittance Control/Cashiering units, the Bureau of Accounts (Revenue Processing and Warrant Control units) and the Office of Unclaimed Funds’ (OUF). Responding to error reports or system failures by analyzing and documenting problems, discussing the issues with system users and bureau management, formulating and data modeling appropriate corrective actions and filing system change requests.



System Analysis
Conducting comprehensive system analysis, documenting workflow processes and specifications to document major system expansions. Recommending, implementing and testing changes CIO staff.
Oversight of Remittance Control & Cashiering Units
Direct supervision of one Office Assistant 3, two Office Assistant 2’s, four Office Assistant 1’s to ensure the timely and accurate deposit of all OSC remittances received. Supervisory duties include approval of time requests, ensuring office coverage, work assignments and completion of evaluations. Monitors daily workflow and works with staff to redirect/assign as necessary for enhanced productivity.
