Minimum Qualifications Minimum Qualifications
Bachelor's degree in Fire Protection Engineering or related field plus seven years relevant post-license experience, including four years supervisory experience or successful completion of designated supervisor training during probationary period. Must be licensed and registered in New York State as a Professional Engineer and Certified as a Code Enforcement Official in New York State. Must possess a valid driver’s license. Knowledge of the design and construction of commercial, residential, educational and health care facilities. Experience reviewing or managing the design and construction of large projects for conformance with New York State and New York City Building and Fire Codes.

Preferred Qualifications
Bachelor's degree in Fire Protection Engineering, plus ten years of relevant post-license experience, including four years supervisory experience. Must be licensed and registered in New York State as a Professional Engineer and Certified as a Code Enforcement Official in New York State. Must possess a valid driver’s license. Management experience. Experience with Primavera Contract Management system.
Experience reviewing or designing fire and life safety components for projects of varying size and complexity, including design review, inspection and testing of fire alarm, fire suppression and other life safety systems; and working knowledge of related National Fire Protection Association (NFPA) Standards. Experience with Fire Department of the City of New York (FDNY) requirements a plus.

Duties Description Primary Purpose
The Senior Engineer - Code Compliance oversees and/or performs highly technical functions, including engineering, design review, and monitoring of the quality and code compliance of work performed by architects, engineers, consultants, contractors and sub-contractors, including acceptance testing where applicable.

Essential Functions
• Manages the project development during the pre-design and design phases of the project, including meeting with clients and consultants and providing assistance, and managing all aspects of consultant contracts including review and approval of consultant requests for payment, amendments, and extensions of schedule and contract closeout.
• Manages the review of information submitted for a construction permit on permit-only projects to check that the proposed work is in conformance with the building code.
• Assign, manage, and prioritize workload and allocate work among downstate code compliance staff.
• Supervise, plan, organize, direct and coordinate Code Administrators and Senior Code Administrators in fulfilling DASNY’s permitting functions in the downstate region as required.
• Establish and implement goals for assigned projects and periodically review with the Director, Code Compliance and Senior Code Manager.
• Coordinate the work of the region with other groups within DASNY (project design and quality assurance architects and engineers, project management staff, etc.); DASNY consultants; third-party architects and engineers on permit-only projects; and other state agencies/entities and/or voluntary agencies.
• Develop, maintain and present staffing workload forecast reports to the Director, Code Compliance and Senior Code Manager.
• Function as a Code Compliance Manager as required, including issuing Construction Permits, Temporary Approvals for Occupancy and Code Compliance Certificates for projects ranging from small residential occupancies to large, complex projects with mixed occupancy types.
• Perform independent, in-depth investigations of specific problems including engineering analysis and recommendations.
• Coordinate material testing and other project activities, including consultant selection, the issuance of work authorizations, the verification of laboratory certifications and equipment, and review and payment of invoices.
• Consult with regulatory agencies regarding interpretations and applications.
• Ensure compliance with New York City Building Code Special Inspection requirements and New York State Building Code Special Inspection requirements.
• Review highly technical designs, plans, specifications, addenda and change orders.
• Review highly technical architectural/engineering reports and studies, including fire protection and life safety analysis reports.
• Assist in the preparation of internal design work and design modifications and seal construction documents of internal design work as required.
• Provide technical assistance and recommendations to unit staff, Project Management staff and client representatives.
• Monitor correspondence, design reviews, trip reports and feasibility studies. Resolve any issues identified in these reports.
• Meet with consultants to review and assist them in their submissions.
• Coordinate with Project Management and external clients, as necessary, to resolve project and/or program issues.
• Assist in the development, compilation and distribution of technical data.
• Monitor schedule for in progress construction site visit/inspection activities, including final inspections and acceptance tests.
• Assist in the resolution/settlement of technical disputes/differences or claims as needed.

Other Duties and Responsibilities
• Train and evaluate employees.
• Develop, document and implement policies and procedures.
• Assess, develop and implement internal controls, and oversee the review and testing of same.
• Undertake special assignments as directed.
• Must maintain regular attendance in accordance with DASNY attendance and leave policies.
• Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet).

Physical/Mental/Visual Demands
Weekly travel is required, ranging from one to three days per week depending on workload, using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Requires exposure to weather and temperature extremes, loud noises, heights (climbing ladders, scaffolding, etc.) and other work safety hazards (chemicals, fumes, etc.) of a construction site. Requires time-pressured decision-making. Must be able to work overtime or extended work hours as needed.

Work Environment
Official station is a standard office environment, including the use of one or more of the following: PC, printer, copier, electronic stapler/hole punch/date stamp, telephone, fax machine, shredder, scanner. Requires the use of field equipment to conduct site visit observations and associated testing.
