Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1 (G23) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a (G21) and deemed eligible for transfer to Health Program Administrator 1 (G23) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications:
The preferred candidate would have experience in management of state and federal funding streams, state contracts and monitoring contract performance, Grants Gateway and SFS. Experience providing technical assistance to contractors. Excellent written and verbal communication skills; excellent organizational skills with the ability to work on multiple assignments; proficiency in the use of Microsoft Suite tools including Word and Excel and supervision experience.
Duties Description These positions are essential to monitor federal expenditures and provide fiscal oversight for contracts within the Division of Family Health’s Bureau of Administration’s (BOA) Finance and Contract Management Unit. Responsibilities include developing contracts, monitoring expenditures and cash projections, preparing financial reports in compliance with federal and state requirements, preparing contract reporter exemption requests and B1184s, and engaging in budget and fiscal reviews as well as supervisory oversight to ensure timely execution of contracts and payment of vouchers. The incumbents will also assist with the development and/or review of RFAs/RFP/IFBs, and preparation of federal funding applications.
Additional Comments Permanent, Full-time. Occasional travel within New York State, including to locations that may not be served by public transportation, may required.
