Minimum Qualifications MINIMUM QUALIFICATIONS:

Must be reachable on the appropriate Civil Service eligible list or be a current New York State employee eligible for transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law. To be eligible for transfer under Section 52.6, candidates must have one year of permanent competitive service in a 52.6 title allocated to grade 16 or higher. To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive service in a qualifying title. New York State employees with one year of permanent competitive service in a position within two salary grades and possess a Bachelor’s Degree from an accredited College. Applicants must have passed the Professional Career Opportunities (PCO) or Public Administration Traineeship Transition (PATT) exam and be reachable.
Candidates may be required to serve a 2-year traineeship that leads to the grade 18 position. The traineeship includes a comprehensive training plan that will be individualized based on the candidate’s experience. Individuals certified eligible for the 55-b/c program must possess a bachelor's degree to meet the education qualifications for the traineeship. Duties Description POSITION DESCRIPTION:

OPWDD’s Office of Home and Community Living (OHCL) and HCBS Settings Transition is dedicated to assisting people with intellectual and/or developmental disabilities, and key members of their circles of support, to live in the home of their choice and to fully participate in their communities. Together with OPWDD Regional Office staff and other internal and external stakeholders, OHCL facilitates policies and strategies to expand housing options for people with I/DD and implements programs and activities that further these important goals. Programs/activities implemented through HCL include: OPWDD Integrated Supportive Housing Initiative, OPWDD's involvement in the Empire State Supportive Homeless Housing Initiative (ESSHI) and the HUD Approved Housing Counseling Program known as the Home of Your Own (HOYO) Program.

PRIMARY DUTIES AND RESPONSIBILITIES:
• Provide analysis, administrative and program support to further OPWDD’s housing strategies, initiatives, and functions including the Housing Counseling Program and partnerships with NYS homes and community renewal, SONYMA, M and T Bank, USDA and other housing partners and stakeholders.
• Provide analysis, administrative and program support for various housing work groups and activities including one on one housing counseling with stakeholders.
• Assist in the analysis, organization and development of various housing reports and compile, analyze and maintain housing data.
• Provide technical assistance and support to various housing initiatives in development by OPWDD’s provider agencies and Regional Offices to facilitate project success.

• Develop recommendations and advice to management for the purpose of improving the effectiveness and efficiency and management of housing programs and to assist with the identification and solution to system wide and organizational housing challenges.
• Compile and analyze data and prepare reports to HUD, DOH, OPWDD leadership, HCR and other entities on OPWDD’s housing initiatives.
• Perform housing counseling and housing navigation to people that need assistance with housing issues and provide Technical Assistance and training to various stakeholders.
• Monitor and interact with assigned BIP contract agencies to ensure programmatic compliance and achievement of BIP deliverables.
• Other duties as assigned.
