Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for the positions.

Candidates must have permanent status as a Mental Health Program Specialist 4 and be eligible for lateral transfer; OR be eligible for transfer via Sections 52.6 or 70.1 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels.

Duties Description The Office of Mental Health (OMH) is recruiting to fill a Mental Health Program Specialist 4, G-27, vacancy in the Bureau of Housing Development and Support. The Bureau is responsible for the management of more than 40,000 housing units statewide with additional development currently in the pipeline. This housing includes group homes, transitional apartments, single room occupancy units, supported housing rent subsidies and housing in family settings. The Bureau is also responsible for maximizing access to housing opportunities for individuals with diverse service needs.

Under the supervision of the Bureau Director (Mental Health Program Manager 1, M-4), the Mental Health Program Specialist 4 will serve as the Deputy Director of the Bureau of Housing Development and Support. Specific duties include, but are not limited to:
• Oversee project management of new residential development, renovation and/or relocation/redesign of existing residential programs.
• Collaborate with Field Offices, Finance Office and other staff on developing and administering Requests for Proposals (RFP) for residential programs.
• Manage utilization of Short Term Investment Pool (STIP) including facilitation of bond closings; ongoing payment of mortgages; and reimbursement of STIP account.
• Participate in the implementation of Medicaid Managed Care and Home and Community Based Services (HCBS) as they pertain to housing.
• Represent OMH at internal and external housing related meetings and inter-agency workgroups as assigned.
• Assist in the development and implementation of housing-related policies, mental health services programs and initiatives, including Medicaid Redesign Team (MRT) funded initiatives; the Family Care program; the CAIRS reporting system; scattered site Supportive Housing; etc.
• Supervise subordinate staff.
