Minimum Qualifications Candidates must have one year of permanent competitive service or 55 b/c service as Human Resources Specialist 1 OR in an approved administrative title within two salary grades of a grade 18 OR reachable on the Public Administration Trainee Transition (PATT) list OR the Professional Careers Test (PCT) eligible list OR have one year of permanent competitive service or 55 b/c service in a title eligible for transfer under section 52.6 of the Civil Service Law. Appointments made from the PATT or PCT lists require completion of a two-year traineeship.
Duties Description The Bureau of Personnel assists OCFS staff statewide in addressing issues related to hiring, employment status, salaries, benefits, employment opportunities, and Civil Service Law, Rules and Regulations. Bureau staff provides day-to-day assistance with facilities and schedule periodic visits to regional offices and facilities throughout the state to provide face-to-face assistance assess needs and deliver information and training. The Bureau coordinates all activities related to OCFS staffing.
Staff is responsible for recruitment and promotion of qualified staff. Staff may also classify and reclassify positions to meet the needs of the agency.

Additional Comments Human Resources Specialist 1/Human Resources Specialist Trainee 1 or Trainee 2, grade 13-18, salary and appointment grade level dependent upon qualifications of candidate at time of appointment
Preferred Qualifications:
Working knowledge of the principles and practices of personnel administration as practiced under the provisions of the New York State Civil Service Law, Rules and Regulations. Strong oral, writing and interpersonal skills, leadership and commitment to employee development.
