Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: One year of permanent competitive or 55b/c service as a Manager, Information Technology Services 1.
§52.6 Transfer: One year of permanent competitive or 55b/c service in a title SG-25 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law.
Eligible List Appointment: Candidates who are reachable on the Manager, Information Technology Services 1 eligible list may be considered for appointment.
*Leads to a maximum salary of $109,133 with annual performance advances.

Duties Description The New York State Education Department’s (NYSED) Performance Improvement and Management Services’ Office of Information Technology Services (ITS) is seeking applicants for a Manager, Information Technology Services 1 position. The incumbent will manage the agency’s information technology portfolio to ensure that information technology solutions are aligned with agency needs. Major responsibilities of this position will include, but are not limited to, the following:
• Manage project intake for the agency’s Information Technology Governance Committee and develop business cases, budgets, and proposed technology solution documents for presentation to the Committee;
• Lead and coordinate the management of the complete information technology project life cycles from project initiation through solution implementation and closeout, for multiple projects within the ITS portfolio;
• Work closely with ITS leadership and NYSED program areas to develop project plan packages, define and refine project goals, scopes, schedule, costs, resources, staffing, dependencies, quality plans, communication plans, risk mitigation, issues, and change management plans;
• Coordinate vendor activities, and monitor and track vendor deliverables, commitments, and expenditures;
• Coordinate information technology project activities with various NYSED units, other New York State agencies, partners, and vendors;
• Assist with planning, directing and coordinating requirements gathering, systems analysis, design, and quality assurance activities;
• Prepare and deliver reports on overall ITS portfolio status to senior management and the Information Technology Governance Committee;
• Assist with procurement management activities related to ITS portfolio projects;
• Research and facilitate sharing of industry best practices for ITS portfolio and project management and emerging methodologies, and drive project management standards and procedures; and
• Help drive organizational commitment for ITS project management initiatives, and mentor members of project teams.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit.
