Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: One year of permanent competitive or 55b/c service as an Archives and Records Management Specialist 3.

Section 52.6 Transfer: One year of permanent competitive or 55 b/c service in a title SG-21 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law.

Section 70.1 Transfer: One year of permanent competitive or 55b/c service as an Archives Conservation Specialist 3.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title.

Provisional Appointment: If the eligible list has fewer than 3 acceptors, a provisional appointment may be considered. For provisional appointment, candidates must either have one year of permanent service as an Archives and Records Management Specialist 2 OR candidates must have a master’s degree in history, government, business or public administration, political science, American studies, library science, information science (not computer science), or archival administration AND four years of qualifying professional experience in which the majority of duties involved one or more of the duties as described below, at least two years qualifying experience included direct supervision of professional staff or responsibility for administration of an archives and records program.

Qualifying Experience:

1. Analyzing or appraising records and information systems to develop recordkeeping and/or records retention plans for an institution, governmental body, or corporation;

2. Providing education, training, grant-in-aid, or direct technical assistance services in records management and/or archives administration for an institution, governmental body, or corporation;

3. Developing or implementing guidelines, standards, policies and procedures concerning records management and/or archives administration for an institution, governmental body, or corporation;

4. Evaluating available information technology to support recordkeeping needs and requirements of an institution, governmental body, or corporation; OR

5. Acquiring, controlling, preserving, making available, or promoting use of archival records, whether in electronic, paper, or other form for an institution, governmental body, or corporation.

PREFERRED QUALIFICATIONS: Special consideration will be given to candidates who possess the following qualifications:

• Demonstration of experience with core archival and records management practices including scheduling/appraisal; archival description and preservation; digital preservation and electronic records; and references services to a wide range of users including State and local government agencies, academics, educators, genealogists, local historians, and the general public;
• Experience with records management methods and techniques, especially in a government setting.

Duties Description The New York State Archives is seeking candidates for an Archives and Records Management Specialist 3 position in the New York State Records Center. The Records Center is responsible for the storage, access and routine disposal of inactive records from state agencies. Under the direction of an Archives and Records Management Specialist 5, the incumbent of this position will serve as the manager of the State Records Center which houses approximately 300,000 boxes of inactive state agency records. Other duties of this position include, but are not limited to, the following:

• Assist in the delivery of a system of technical advisory services to State agencies and oversee the operations of the State Records Center;
• Work with other State agencies to assist them in efficiently storing and disposing of inactive and obsolete records;
• Develop systems to continuously improve the operations of the State Records Center to ensure it meets agency needs;
• Work collaboratively with other archives staff to assist agencies in implementing records retention and disposition schedules;
• Assist in the development of training programs for State agencies and local governments in relation to records management topics;
• Assist in the delivery of publications and other resources to assist agencies in the management of records throughout their life-cycle;
• Coordinate the delivery of services to assist agencies in transferring permanently valuable records to the New York State Archives and work collaboratively with staff in the Archival Services Unit to ensure transfers are effective: and
• Supervise staff.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent or provisional appointment. Promotions and transfers may change appointees’ negotiating unit.
