Duties Description This position will serve as a Supplemental Nutrition Assistance Program (SNAP) Eligibility Specialist in the State Processing Center (SPC) within the Supplemental Nutrition Assistance Program (SNAP) Bureau. The SPC provides administrative relief to select local districts by performing casework and making continuing eligibility (recertification) determinations for a portion of the districts' SNAP caseloads.
The specific duties include, but are not limited to the following:
• Determining and documenting interview appointment dates and times.
• Generating recertification notices, applications and accompanying instructions.
• Monitoring, and recording when necessary, the receipt and non-receipt of recertification applications within required time frames.
• Preparing, conducting and documenting client interviews.
• Preparing SNAP budgets and revising budgets as appropriate.
• Analyzing SNAP recertification applications to determine the changes that need to be made to the case.
• Making accurate SNAP eligibility determinations based on federal and state policy.
• Adhering to approved Case Supervisory Review plans.
• Adhering to audit requirements.
• Adhering to all security and confidentiality requirements.
• Participating in readiness assessments for new or changed operations.
• Participating in disaster preparedness tests.
• Serving as a “level 1” resolver of customer questions and complaints.
• Collaborating with local district operational staff to inform and coordinate work on individual cases.

Specialized tasks the incumbent may be required to perform include:
• Identifying and documenting recommendations for system improvements and process changes that would improve the SNAP recertification process and the operation of the SNAP Processing Center.
• Maintaining information on SharePoint to support effective communication with all project stakeholders.
• Serving as the SNAP Processing Center liaison with local district primary contacts to ensure that cases that require collaborative state/local actions are properly coordinated and processed per established state/federal standards.
• Serving as the SNAP Processing Center liaison with local district fair hearings contacts to ensure that state actions on a case are properly understood by local district staff who represent the administrating agency in fair hearings conducted in the county and supported by local district representatives.
• Imaging documents in an on-site scanning model (OSS) and insuring that incoming documents are properly received, imaged, indexed and credited toward verification requirements.
• Insuring all case actions are accurate, documented and made available to state and local auditing staff who are conducting audits on cases processed in whole or in part by the SNAP Processing Center.
• Serving as the SPC agent to answer customer inquiries and complaints concerning cases processed by the SNAP Processing Center.
• Referring callers who mistakenly call the SNAP Processing Center to the appropriate resources, if possible.

Additional Comments Appointment to this position is contingent upon Division of Budget approval to fill. A full-time, contingent permanent appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
