Minimum Qualifications • Bachelor degree in computer science or a related field.
• Four years of technical experience on technical implementation projects or supporting technical maintenance on applications and systems.
• At least one year of supervisory experience.
• At least one year of experience must have included management of technical resources or vendors.
• Experience with System Development Life Cycle (SDLC) toolsets such as requirements management tools, Integrated Development Environment (IDE), defect management tools, etc.
• Experience performing system testing across the SDLC.
• Master Degree in computer science may be substituted for one year of specialized experience

Preferred Skills

• Understanding of foundational technology components including Rules Engines, Workflow Engines, and Interactive Voice Response (IVR) technology.
• Experience with National Human Service Interoperability Architecture (NHSIA), Medicaid Information Technology Architecture (MITA), Exchange Reference Architecture (ERA), and The Open Group Architecture Framework (TOGAF).
• Experience implementing systems which adhere to the Center for Medicaid/Medicare Services (CMS) Standards and Conditions.

Duties Description The mission of the Integrated Eligibility System (IES) is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System, and other State systems. IES will build on the successful opening of the New York State of Health (NYSoH) by leveraging assets created for the Health Benefit exchange to modernize the eligibility system for health and human service programs.

Under the direction of the Integrated Eligibility System (IES) Technical Lead, the Project Assistant in the capacity of IT Specialist will oversee system design development, testing, maintenance, and implementation by state and vendor resources. The IT Specialist will be responsible for analyzing and assisting with the management of managing the technical decisions, implementation and related deliverables within the IES Program.

Duties include, but are not limited to:

• Analyze and test code and IT deliverables produced by state and vendor teams;
• Coordinate technical activities as delegated within the team and across the NYS enterprise including infrastructure, database, security, etc.;
• Assist with release management, security implementation, testing, and development;
• Review technical components for alignment across work streams and escalate technical issues appropriately.
